Departments Seek Candidates for Management, Specialty Roles

The California Department of Transportation, the California Public Utilities Commission and the California Department of General Services are seeking to fill key roles in information security and project management.

State departments are recruiting for several leadership and specialty positions.

The California Department of Transportation (Caltrans) is seeking a chief information security and privacy officer (Career Executive Assignment) to exercise “broad administrative responsibility in the formulation, operation, and evaluation of the department’s Security Services Division on issues affecting information security, operational recovery and network technologies.”

According to the job posting, the CISPO “develops and oversees the implementation of policies associated with cybersecurity risk management industry standards and state policy to identify and assess risk associated with the department’s information security assets.” Applicants are to address four points in their statement of qualifications:
  • Given the rapid evolution of cyber threats, provide examples from your work experience that demonstrate your ability to stay informed of the latest innovations in information technology innovations and cybersecurity and effectively address these issues.
  • Provide examples from your work experience that demonstrate your knowledge and ability to apply regulatory frameworks such at the National Institute of Standards and Technology (NIST) within the field of Information Technology.
  • Provide examples from your work experience that describe your role and demonstrate your ability in developing strategies and goals for organizational transformation and leadership.
  • Provide examples from your work experience that demonstrate your experience engaging with stakeholders on large projects and efforts within information technology and addressing issues affecting information security, operational recovery, and network technologies.

The California Public Utilities Commission (CPUC) is seeking a section chief (IT Manager I) to oversee the IT Procurement and Project Management Section (PPMS). The incumbent exercises full management responsibility over CPUC’s IT contracting, procurement and project management functions and operations. This position is designated as the purchasing authority contact under the Department of General Services’ delegated purchasing authority for the CPUC.

Among the desirable qualifications, according to the job posting, are these:
  • Strong leadership skills in a complex environment with multiple competing priorities and demands.
  • Administrative experience in budget, contracts and personnel.
  • Ability to motivate, develop, and direct people in the performance of their work to improve the work environment, the quality of work, and increase productivity.
  • Experience with IT procurement.
  • Experience with budget change proposal process.

The California Department of General Services (DGS) is seeking a senior IT project manager (IT Specialist II) to serve as an independent specialist responsible for managing the most complex, sensitive and highly visible special projects pertaining to procedures, strategic planning, program and organizational needs.

According to the job posting and duty statement, this position “interacts with high-level DGS executives, agency and program staff, program customers and external stakeholders, and is responsible for the oversight of all phases and aspects of project management and system development life cycles to ensure efficient and effective delivery of project objectives.”

Applicants’ statements of qualifications should address:
  • What educational degrees and project management certifications do you have?
  • How many years of experience do you have working as an IT project manager leading complex IT projects?
  • How many years of experience do you have working as a Scrum Master supporting complex software development projects?
  • What was the most complex IT project where you were the lead project manager? Briefly explain your role supporting the scope, budget, contractor or team management, duration, and your largest challenge faced during the project.
  • What unique qualities would you bring to the DGS team as a senior IT project manager?
