Departments Seek Division Chief, Chief Applications Officer, Architecture Specialists

Those with active recruitments include the California Department of Transportation, the Department of Housing and Community Development, the Franchise Tax Board and the California Department of Food and Agriculture.

State agencies are recruiting for several key IT positions, including a division chief, a chief applications officer and two architecture roles.

The California Department of Transportation (Caltrans) is seeking a chief (Career Executive Assignment) for the Application Development and Support Division (ADSD) to be “responsible for development and implementation of policy for enterprise information systems development and support.”

The division chief, according to the job posting and duty statement, “provides high-level direction to managers of the units responsible for development and support of systems that are critical, cross-functional, sensitive and which directly affect the department’s ability to effectively deliver its vision, mission and goals.” Desirable competencies for the position include change management, decision-making, ethics and integrity, conflict management and vision and strategic thinking.

Key duties of the position include:
  • Direct and coordinate the development, evaluation and implementation of policies for enterprise applications and programs. Coordinate with the Project and Business Management Division to ensure an optimum mix (projects versus enhancements) of ADSD workload. (45 percent)
  • Establish and maintain effective relationships with headquarters programs, districts and external agencies to provide functional guidance to department staff working on enterprise applications, websites, projects and programs. Develop and maintain effective relationships with IT division chiefs and IT executives in the California State Transportation Agency (CalSTA) to support successful implementation of projects and efforts across Caltrans and CalSTA. (30 percent)
  • Develop and conduct formal presentations and briefings to key stakeholders, executive management, industry and other government or legislative officers. Review and evaluate proposals from vendors and providers of hardware, software and services to take advantage of advances in technology. Assist in the planning, directing and coordinating, through subordinate-level staff, of the IT Strategic Plan and IT Business Plan. (20 percent)
  • Advise and/or act for the CIO on enterprise application matters and respond to inquiries from legislators, public agencies and the private sector. (5 percent)

The position has a monthly salary range of $11,102 to $13,998, and the application deadline is May 1.

The Department of Housing and Community Development is recruiting for a chief applications officer (IT Manager II) to oversee HCD’s application portfolio, information architecture, data and digital services.

The chief applications officer “has full management responsibility for the analysis, design, procurement, implementation, maintenance and operation of HCD’s enterprise applications including business intelligence solutions, data management solutions, web applications, emerging technologies, cloud Software-as-a-Service (SaaS) applications and other current and future business applications,” according to the job posting and duty statement.

The incumbent will work closely with the CIO “to formulate and implement IT strategic plans, roadmaps, policies, standards and process improvements for the ongoing operational effectiveness of HCD’s business applications and data management solutions,” the posting says. The role “also collaborates with other technology and business teams to plan and implement innovative applications to maintain excellent customer experience and application support to departmental staff and customers.”

Desirable qualifications include:
  • Extensive experience managing and leading application teams in implementing and operating enterprise applications.
  • Experience planning, designing and implementing cloud-based IT solutions, data analytics platforms and other emerging technologies to support departmental operations.
  • Demonstrated project management experience with applied knowledge of the state of California’s project management standards, methodologies, tools and processes.
  • Applied knowledge of principles and practices related to the design, implementation and operation of IT systems and services.
  • Strong leader with solid sense of responsibility, accountability and integrity who anticipates needs and proactively implements strategies to meet them.

The position has a monthly salary range of $10,421 to $12,668, and the application deadline is April 20.

The Franchise Tax Board (FTB) is seeking a security architect (IT Specialist III) to provide “advanced analysis to identify and/or prevent possible security breaches or data loss, ensuring that FTB’s systems and projects have the necessary requirements in place to ensure that FTB’s critical systems are secure from the latest attack vectors.”

“The individual will create security roadmaps to align FTB’s cybersecurity defense strategy with current threats and policy requirements,” according to the job posting and duty statement. “These efforts contribute to the safeguarding of taxpayer and employee information. In addition, the scope of this role will include extensive risk and information security oversight, reporting, governance, communications, education and consulting.”

Desirable qualifications include:
  • Develop and utilize dashboards effectively with the intent on making data-driven decisions and recommendations.
  • Extensive experience in security operations, cybersecurity tools, intrusion detection, threat hunting and secured networks.
  • Extensive experience in network and security operations technical analysis, assessment and recommendations in the areas of real-time security situational awareness, operational network system and applications systems security monitoring.
  • Extensive experience in monitoring various security tools to identify potential incidents, network intrusions and malware events, etc., to ensure confidentiality, integrity and availability of architecture and information systems are protected.
  • Ability to develop policy, plans and strategy in compliance with laws, regulations, policies and standards in support of organizational cyber activities and accessibility guidelines.
  • In-depth understanding of National Institute of Standards and Technology Cybersecurity Framework, Cybersecurity and Infrastructure Security Agency guidelines and State Administrative Manual; experience interpreting and implementing cybersecurity regulations.
  • Certified Information Systems Security Professional or equivalent.

The California Department of Food and Agriculture (CDFA) is recruiting for a chief enterprise architect (IT Specialist III) to serve in the Enterprise Architecture Office (EAO) within the Office of Information Technology Services (OITS).

CDFA is seeking a technologist who has “experience in understanding the business capabilities, functions and needs across a significant number of highly diverse programs and developing an enterprise architecture plan and roadmap to consolidate siloed solutions into enterprise solutions,” according to the job posting and duty statement.

The incumbent “serves as the leading expert in understanding and planning the enterprise architecture for CDFA and understanding the relationships between EA and achieving the CDFA Strategic Plan goals and objectives,” the job posting says. “The chief enterprise architect will work closely with colleagues in OITS and the CDFA business programs to incorporate industry practices into software development and data governance and management practices.”

Desirable qualifications for this position include:
  • Various enterprise architecture standards and models used within the IT industry.
  • IT application architectures, strengths and weaknesses and long-term impacts of different architectures.
  • Enterprise and solution architecture drivers that make one architecture preferred over another.
  • Basic concepts of the state IT project approval and budget process, and how IT projects are approved and funded.
  • Organizational master data concepts and the benefits and/or pitfalls of such concepts.
  • Techniques to obtain business buy-in/acceptance to enterprise architecture concepts and results.
