Departments Seek Information Security Officer, Section Chief

Application deadlines have been set for the positions, which are in the California State Lottery and the State Controller’s Office, respectively.

Departments in state government are recruiting for specialty positions, one of which is focused on information security.

The California State Lottery is seeking an information security and enterprise risk officer (IT Manager II) to manage teams responsible for Lottery information security, project management and evaluation of enterprise business and technology policy, program, process, procedure and documentation practices.

Duties of the position are numerous, according to the job posting, and include:
  • Provide information security expertise and managerial leadership to the Information Security and Privacy Office.
  • Ensure departmental compliance with all information security laws, rules and standards. Provide managerial leadership and strategic direction for the department’s monitoring of internal controls.
  • Through subordinate management, guide development of project schedule, objective setting and project design; ensure project risks are identified and managed effectively; monitor project delivery; and facilitate clear communication across multiple teams and stakeholders.
  • Work with department executives to communicate evaluation strategies and define tactical execution of evaluation plans at the division level.
  • Define enterprise priority of process evaluation strategies based on risk, complexity, business, and technology dependencies.

The California State Controller’s Office is seeking a section chief (IT Manager I) with a technical and management background and experience to oversee planning, organizing, staffing, directing and controlling the work of the Technology Advocacy Section (TAS).

The incumbent will be responsible, through second-level managers, for the daily operations of the SCO Service Desk (SSD), Audits Service Desk (AUDSD) and Unclaimed Property Service Desk.

“All units are responsible for planning, organizing, coordinating, supporting and implementing enhancements to SCO’s current information technology related to end-user device solutions,” the job posting says. Duties of the position, according to the duty statement, include:
  • Provide strong leadership; manage, create and communicate a clear vision for the section; set goals and expectations and exercise sound judgment in managing and supporting enterprise IT systems and services. (35 percent)
  • Provide leadership on ISD budgets, spending plans, personnel, and training for the section. Develop budget-related documents and determine impacts of legislation related to IT. (35 percent)
  • Lead and direct the activities of TAS and provide oversight to second-level managers. Provide expectations on assignments, tasks and desired outcomes. (20 percent)
  • Participate in and facilitate section, division and other team meetings and activities. Research, prepare and deliver presentations to various levels of management and staff. (5 percent)
  • Serve as an adviser and provide guidance to bureau chiefs, the chief information officer, executive staff and others on TAS-related tasks and assignments. (5 percent)

The monthly salary range for this position is $8,849 to $11,857, and the application deadline is Jan. 31.
