DMV Seeks Consultant to Aid in IT Modernization

In a recent request for proposal, the California Department of Motor Vehicles solicits assistance from vendors that can provide consultant services for its Digital Experience Platform modernization project.

One of the state’s highest-profile entities is seeking help from vendors in its ongoing large-scale modernization.

In a request for proposal (RFP) released May 12, the California Department of Motor Vehicles wants to hear from respondents that can offer “Consultant Services to Assist the Digital Experience Platform (DxP) Project Team in Modernizing the DMV Legacy Systems.” DxP, as department officials discussed earlier this year at Vendor Day 2022, is its three- to five-year replacement of core legacy systems. Among the takeaways:

  • The eventual contract is designed to help the DxP project team “succeed in modernizing Department of Motor Vehicles (DMV) legacy systems to a new platform.” Their work is aimed at improving “project team competency with team development to support strategic alignment, cross-functional collaboration, team competency and communications”; and enabling core team collaboration through leadership coaching. Team development aspects are aimed at addressing occupational licensing, vehicle registration and driver's license modernizations by improving cross-divisional working relationships among “leaders and contributors.” Here, a team competency evaluation, capability development, cross-functional collaboration and “communication planning and support” around milestones and timelines are needed according to the RFP. In leadership coaching, DMV needs to support key leaders and the team via leadership skills and style evaluation for the former; identification of leadership development focus areas, a structure and cadence for timely coaching, an evaluation of impacts and recommendations for further development.
  • In a third service area, DMV needs weekly or as-requested status updates on work completed, concerns, risks or issues, a review of management plan and schedule including completion percentages, and answers to questions raised during meetings with the project manager. Here, contractor must develop and deliver knowledge transfer materials including coaching team members on “organizational change management principals” to manage improvements, and working with staff and executives to align the proposed process improvements.
  • Regarding minimum qualifications, respondent must be located in the U.S., registered to do business in the state and have at least 10 years’ experience working with key leaders and stakeholders on creating “robust cross-functional collaboration” through strategic programs, and as “executive and leadership coach” in tech and business. Administrative requirements include experience coaching and enhancing team dynamics and collabs with large entities of at least 1,000 employees; enabling large meetings with high-level execs, doing interviews and environmental assessments, and data analysis and collection. Proposer should also have experience standing up enterprise workforce planning tools, charts and plans to conduct workforce transformation and change management. All lead consultant staffers on the project must have at least a bachelor’s degree and 10 years’ experience as lead consultant on projects of similar size and scope.
  • This is expected to be a two-year contract, from June 1 or upon approval through May 31, 2024. The projected budget is up to $500,000. DMV written responses to questions are expected by 4:30 p.m. Tuesday. Responses to the RFP are due by 11 a.m. May 31.
