Donna Snell appointed CIO of Victims Compensation and Government Claims Board

Veteran IT staffer Donna Snell has been appointed as chief information officer (CIO) for the state program that resolves claims against the state and compensates crime victims. As head of IT for the Victims Compensation and Government Claims Board, Snell replaces Kathy Cruz who was recently promoted to chief deputy executive officer.

Snell has spent the last four years at the California Department of Public Health (CDPH) in the Information Technology Services Division as chief of the Application and Development Support Branch, where she also served as the assistant deputy director to the department’s CIO. Her tenure with the CDPH spans 21 years, and totals 26 years in state service with other assignments at the Board of Equalization and Department of Corrections and Rehabilitation, she said today in an e-mail.

She says her new responsibilities will include overseeing the mission critical, public facing projects and applications that support the programs mission to help Californians seeking claims and compensation.

"I see my role as driving the analysis and re-engineering of existing processes, identifying and developing the capability to use new tools, reshaping the enterprise’s physical infrastructure and network access and creating and monitoring business value from IT assets that support our mission and strategic plan while ensuring compliance with statewide information technology policies," said Snell.

The program’s governing board includes State Controller John Chiang, San Bernardino County District Attorney Michael Ramos and State and Consumer Services Agency Secretary Anna Caballero, who also serves as chair. In fiscal year 09-10, the board paid out more than $96 million in claims and compensation, according to its most recent annual report.
