EDD, Public Health Recruiting for Specialty Tech Roles

The Employment Development Department is seeking to fill two manager positions, while the California Department of Public Health is seeking a data and analytics chief engineer.

The Employment Development Department (EDD) and the California Department of Public Health are recruiting for specialty tech positions.

EDD is seeking a manager to lead the Enterprise Strategies and Project Management Office, “a highly visible role with routine exposure to senior executives and managers to influence decision making and drive progress on strategic initiatives.”

According to the job posting, “this position is ideal for those that are collaborative thought leaders with experience managing complex initiatives and driving organizational change. This position is responsible for a diverse statewide and departmental project portfolio that affects enterprise-wide goals and operations and leads a team responsible for statewide IT initiatives at the EDD.”

Responsibilities of the IT Manager II role, according to the posting and the duty statement, include:
  • Provide oversight of the Portfolio Management and Oversight Group, the Project Delivery Group and the Enterprise Architecture Office.
  • Build relationships across all leadership levels to promote collaboration and transparent communication resulting in successful enterprise strategies and project deliveries.
  • Oversee and manage department and statewide enterprise project portfolios from initiation to implementation; that includes direction and guidance over project intake, planning, scheduling, oversight and governance phases.
  • Leverage project management standards and best practices for waterfall, agile and hybrid projects, and ability to mature operations supporting IT initiatives for various types of customers.

Desirable qualifications include:
  • Possession of a PMP certification or other formal project management certification
  • Direct experience leading IT projects, either in a project manager/director role or a key role on large projects
  • Practical experience in providing innovative solutions to make an organizational improvement
  • Demonstrated experience with evaluating current and future technology solutions while planning, designing and coordinating multiyear road maps for key applications and support activities
  • A strong understanding of project management methodologies and fundamentals and experience in all aspects of project delivery including concept, initiation, planning, execution, closing, maintenance and operations

The position has a monthly salary range of $10,421 to $12,668, and the application deadline is Oct. 9.

The California Department of Public Health (CDPH) is seeking a data and analytics chief engineer (IT Specialist III) to lead all hands-on data and analytics work and provide technical direction in the use of data platforms and tools related to data integration, data quality and data exchange.

The incumbent will provide technical leadership and direction to the Data and Analytics Unit and work with various other domain architects of the highest expertise to modernize CDPH under the Future of Public Health Initiative.

Desirable qualifications for this position include:
  • Experience as a developer in various cloud platforms (i.e., MS Azure, AWS, Google Cloud)
  • Experience with architecting, evaluating and the alternative analysis of various enterprise-scale solutions including solutions that work on-premises, PaaS, IaaS, or SaaS environments
  • Experience in traditional SDLC and DevSecOps
  • Experience in products or equivalent such as Sparx Systems Architect, SalesForce, MuleSoft, Microsoft Dynamics, Microsoft PowerPlatform, Databricks, Tableau, Microsoft PowerBI, ServiceNow, and Microsoft DevOps.
