The fiscal year ends on June 30 every year. Because of that, departments often file last-minute purchase orders.

More than $71 million was spent in the final quarter of FY 2017-18 for IT goods. April and May saw a steady rate of just over 1,800 purchase orders, but June did not have any.

More than half the acquisitions were done under a bidding process of one kind or another, including cooperative agreements, statewide contracts and competitive bids.
