San Francisco's total $10 billion city budget is as much as Washington, D.C., and is only second to New York's $73 billion.
The city of Los Angeles follows San Francisco and spends just $1 billion more than Chicago, at $8 billion in total expenditures.
San Diego and San Jose's budgets come in at $3 billion, close to what the other top 20 cities spend.
