California is home to more than a quarter of the world’s top 500 cybersecurity firms, including some of the largest cybercompanies, such as Symantec Corp. and McAfee Inc., which ventured into cybersecurity in the early 1990s. The state government, which has endured its share of ransomware attacks and data breaches, has tried various approaches in getting a handle on this new 21st-century crime.
But for the most part, cybersecurity legislation has stalled, the risk to Californians at least partly persists and inertia bedevils good intentions. So what does the future hold? If nothing else, more questions remain.
