Project Director, FITSM (Career Executive Assignment)

The California Department of Justice (DOJ) has opened the search for a director of the Firearms Information Technology System Modernization (FITSM) Project, which comes under the department’s California Justice Information Services Division. FITSM is a state initiative to modernize and replace 17 firearm and ammunition databases and systems with “a more sustainable and flexible solution.”

DOJ’s firearms systems have been patched together in a way that’s inefficient, and they “can no longer be enhanced in a cost effective or efficient manner and cannot be further utilized to implement the changing needs of law enforcement and California as a whole,” says a state budget change proposal. “The systems were designed to meet user needs based on outdated system design practices and point-in-time business requirements.”

The project director will oversee the modernization of the firearms systems into “a more sustainable and flexible solution consisting of two primary systems: external (publicly accessible) and internal (DOJ-only accessible),” the document says.

Duties of the role include:
  • Establishing and setting expectations for all project activities and ensuring adherence to state and federal firearms and IT laws, policies and and procedures
  • Testifying before legislative committees, control agencies, review boards and the Legislature
  • Recommending, developing and administering FITSM applications and infrastructure and directing the formulation and implementation of new technology services

Programmer Analyst (IT Specialist I)
$6,323 to $10,230 per month

The Employment Development Department is seeking a programmer analyst to work in the Mainframe Tax/Employer Services Section (MTESS) of the Application Services Division (ASD).

“You will be responsible for maintaining complex mainframe applications that support Benefit Accounting and Employer Reporting systems,” the job posting says. “You will be working in a team or independently to develop new applications in a complex technical area or process and maintain existing systems.”

The scope of the position includes multiple program areas and encompasses planning, developing and implementing solutions including mainframe, COBOL, JCL, DB2, CICS, etc. across all groups that are essential to the missions of the overall organization. Duties of the position include:
  • Serving in a lead capacity on application projects
  • Leading projects of moderate complexity and developing work plans and documentation in relation to the System Development Life Cycle (SDLC)
  • Monitoring, mentoring and training lower-level staff
  • Collaborating with IT staff and internal and external customers for successful implementation of IT projects
