Large State Agency Seeking CIO with IT, EIS Background

A state agency is seeking a chief operations officer who is well-versed in Enterprise Information Systems management to fill a key position. Filing deadline is Dec. 11.

The California Department of Corrections and Rehabilitation (CDCR) is accepting applications for a chief operations officer who will also serve as deputy director for Operations and Support for the Division of Enterprise Information Services (EIS).

“The COO provides direct and indirect supervision for all information technology (IT) staff throughout the California Department of Corrections and Rehabilitation and is responsible for the management, operations, enhancement and continuous system improvements of the statewide technology systems in support of the operations and management of the CDCR,” says the job posting, which also includes a direct link to apply online.

The application deadline is Dec. 11. The salary range for the position is $10,688-$12,136 per month. This is a Career Executive Assignment (CEA) position, which reports to the director of the Division of EIS.

EIS oversees more than 90 applications, some of which are linked to other state, county and local systems. The COO will help develop and oversee policies and programs as well as strategic planning. The position “provides statewide IT leadership in collaboration with control agencies and other state CIOs ... (and) leads negotiation of sensitive and controversial policy issues for CDCR.”

In addition, the person will be responsible for developing metrics by which performance is measured. This reflects one of the guiding principles of the state’s newly released IT strategic plan, Vision 2020, in which performance measurement is emphasized.
