Several months ago, we heard rumblings that Loo would be stepping away at the end of October, but we were unable to confirm his retirement plans or the specifics about the timeline. Now, county officials have confirmed that he is, in fact, leaving county service, though the exact timeline is still up in the air.
Loo officially took the reins as CIO in June 2024, after serving in the role in an acting capacity for three years following the departure of former CIO Bill Kehoe in July 2021. Loo’s departure marks the end of a 35-year career in public-sector IT.
Hovsepian has been with L.A. County since January 2026, coming to the regional government from the city of Glendale, where he was also assistant CIO.
Prior to that, he also held titles with Glendale that include deputy CIO, IT project manager and senior IT applications specialist.
Before joining Glendale, Hovsepian served as a network systems analyst for the city of Pasadena and as a help desk supervisor for AT&T’s WorldNet Fixed Wireless Division.
Hovsepian holds a Master of Business Administration from Loyola Marymount University, as well as a Bachelor of Business Administration from California State Polytechnic University-Pomona.
Several attempts to connect with Loo about his impending departure were unsuccessful as of press time Wednesday.
