Mountain View Pulls New CIO From Neighboring Bay Area City

San Leandro’s chief technology officer, Michael Sinor, has been named as the new CIO and director for Mountain View’s IT department.

The city of Mountain View’s new CIO is a familiar name in Bay Area gov tech circles. San Leandro Chief Technology Officer (CTO) Michael Sinor has been named as the successor to longtime CIO Roger Jensen, who retired earlier this month.

2022, and will officially begin in his new CIO and IT director role April 27, the city announced in a press release March 24.

“He is an innovative and results-oriented leader, bringing with him decades of information technology experience from working for cities in Northern California,” City Manager Kimbra McCarthy said in the release. “Michael brings a strategic mindset to Mountain View and is also willing to roll up his sleeves to help implement our vision to make technology advancements for the benefit of the organization and community. We welcome his collaborative spirit and expertise to our high-performing IT Department.”

The IT department serves 13 city departments with 25 full-time employees and an annual operating budget of approximately $11.3 million, the announcement notes.

“I am honored to join the city of Mountain View and build on the strong foundation of innovation and service to the community,” Sinor said in the release. “I look forward to working collaboratively across the organization to deliver thoughtful, reliable, and forward-looking technology solutions.”

He began his IT career at the city of Roseville in 1999, starting as a geographic information systems analyst before promoting to assistant IT director. In November 2021, he joined the city of Berkeley as interim IT director before moving on to San Leandro in August 2022.

He earned a Bachelor of Science degree in earth sciences from the University of California, Santa Cruz.
