Capital Plan Includes Report, Jail Management Systems

Three system upgrades will interface between law enforcement agencies.

Santa Barbara County's Capital Improvement Program set aside funds in fiscal years 2017-22 to modernize several justice systems.

The Sheriff's Office is preparing to update its Jail Management and Report Management systems.

Staff may hire a consultant to help complete an RFP for the jail management system, the overall cost of which is estimated at $860,000. The consultant could cost up to $110,000.

The legacy system was installed in 2005 and works for only one location.

The report management system replacement project is in the assessment phase and is anticipated to cost $860,000. The legacy system is from 2007 and no longer has a support vendor. It will not be able to integrate with updated Windows operating systems. The new RMS should be able to integrate with other sheriff's systems, instead of requiring duplicate data entry.

The District Attorney's Office is upgrading its case management system, which should be complete by June 2019.

The replacement will be a Web-based application for the high volume of cases that can integrate with other law enforcement agencies. Project staffers are considering vendors for the $550,000 project.
