Newsom Names IT Veteran Emodi as State’s Chief Project Officer

Chinyere “Chi” Emodi has worked in IT leadership roles for the California Department of Technology, the Financial Information System for California and Los Rios Community College District. In her new role, she will also serve as deputy director for the Office of Statewide Project Delivery.

Gov. Gavin Newsom has appointed government IT leader Chinyere “Chi” Emodi as state chief project officer and deputy director for the Office of Statewide Project Delivery at the California Department of Technology (CDT).

Emodi has been in state service for 24 years and, according to a news release from CDT, managed multiple complex, mission-critical services and implemented large-business transformation projects.

She has a background in “IT strategic planning, enterprise architecture management, information security and interfacing departmental legacy systems,” CDT said. “She spent much of her career in critical IT oversight positions where she provided executive leadership and direction for some of the state’s largest, most complex and most sensitive IT projects.”

Emodi worked most recently for Los Rios Community College District, where she was director of Application Services and oversaw strategic planning, policy implementation, operations and management for the enterprise.

Before her role with Los Rios, she served in senior positions within the Financial Information System for California. She served as assistant deputy director of FI$Cal’s Workforce Development Center, deputy director of the Project Management Division and chief information officer of its Information Technology Division.

Emodi’s background includes having served CDT for five years as the department’s principal/data processing manager. She has also worked in the private sector, implementing large system integrations.

She earned a bachelor’s degree in business administration and a master’s degree in management information systems at California State University, Sacramento, and is a Certified Project Management Professional.
