SFPD Seeks Vendor Proposals for Public Safety Technology Ecosystem

The department is seeking bids for a Records Management System, body-worn cameras, a Digital Evidence Management System and a Real-Time Crime Center. The contract would run five years with an option for a five-year extension.

The city-county of San Francisco is seeking proposals for a Public Safety Technology Ecosystem — a comprehensive package of tools intended to enhance “transparency, accountability, and operational efficiency,” according to Will Sanson-Mosier, chief information officer for the San Francisco Police Department (SFPD).

The request for proposals, issued Friday, seeks vendor bids for body-worn cameras (BWCs), a Records Management System (RMS), a Digital Evidence Management System (DEMS) and a Real-Time Crime Center (RTCC). The bid package can be found online.

“Our expectations and goals are that the integration of BWCs, RMS, DEMS and RTCC creates a powerful ecosystem that enhances transparency, accountability and operational efficiency,” Sanson-Mosier told Industry Insider — California in an email. “This combination leads to improved evidence collection, faster case resolution, enhanced situational awareness and data-driven decision-making, ultimately contributing to safer communities and stronger police-community relations.”

The RFP specifies that all proposed technologies “must be cloud-based or hybrid architecture that is extensible and seamlessly accessible through Oracle’s Identity and Access Management (IAM) for Single Sign-on.” In addition, all four elements “must use artificial intelligence (AI) algorithms that provide data-driven insights, real-time data analysis and natural language processing.”

SFPD is the law enforcement agency for about 875,000 residents covering 47 square miles as well as San Francisco International Airport in San Mateo County.

Any contract awarded under the RFP will have a five-year term, with an additional five-year option at the city’s discretion. There is no estimated or shall-not-exceed amount in the document.
