State Agencies, Bay Area City Recruit for IT Leadership Roles

Positions in recruitment include a manager role with the California Environmental Protection Agency, a cyber analyst role with the California Department of Technology and three positions with the city of San Rafael.

Two large state agencies and a Bay Area city are recruiting for significant technology positions.

The California Environmental Protection Agency is recruiting for a manager (IT Manager II) of the Project Management Unit and the Agency IT portfolio. The manager will work closely with the agency information officer (AIO) to maintain and manage the agency’s IT projects for the six boards, departments and offices under CalEPA. Desirable qualifications, according to the job posting, include:

  • Experience with the California Department of Technology’s Project Approval Life Cycle (PAL).
  • Knowledge and understanding of the State Administrative Manual and Statewide Information Management Manual.
  • Experience with establishing and implementing policies, procedures and standards.
  • Certifications such as Project Management Professional, PMI Agile Certified Practitioner, Program Management Professional or Portfolio Management Professional.
  • Understanding of the state budgetary process, legislative and administrative procedures, procurement documents and procedures, and the roles and responsibilities of oversight and regulatory agencies.

The position has a monthly salary range of $10,167 to $12,359, and the application deadline is Aug. 9.

The California Department of Technology is recruiting for a cyber defense analyst (IT Specialist II) to serve on the California Cybersecurity Integration Center Incident Response team. Desirable experience, according to the job posting, includes:

  • CompTIA Security+, GIAC Security Essentials or equivalent certifications are desired.
  • Knowledge of computer networking concepts and protocols, and network security methodologies.
  • Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
  • Knowledge of laws, regulations, policies and ethics as they relate to cybersecurity and privacy.
  • Knowledge of cybersecurity and privacy principles.
  • Knowledge of cyber threats and vulnerabilities.
  • Knowledge of specific operational impacts of cybersecurity lapses.

The city of San Rafael is recruiting for three technology leadership positions – enterprise technology manager, product manager for Digital Services and product manager for Data and Insights.

The city’s director of Digital Services and Open Government, Jessica MacLeod, posted one of the three openings with this comment: “Join me at the city of San Rafael to lead our journey toward platforms, products and services that create a simple, integrated and efficient digital ecosystem!” The positions:

  • As an enterprise technology manager, the job posting says, “You will have the rare opportunity to help transform critical, public-facing services, while ensuring that we’re building the right thing at the right time for everyone who needs it. On any given day, you might be conducting user research, process mapping, using evidence and analytics to make technical decisions, collaborating with service designers to do rapid prototyping, or managing the delivery of a product road map for key city services.” The position has an annual salary range of about $10,430 to $11,500, and applications are already under review.
  • The product manager for Digital Services, the job posting says, has duties that include championing “user-centered design and the importance of data for meeting user needs. You will pioneer the city’s data strategy, data governance and road map for data infrastructure citywide. You will take the city’s Open Data program to the next level and lead the data portfolio on the Digital Service and Open Government team.” The position has a monthly salary range of $9,910 to $12,045, and the first review of applicants will be Aug. 31.
  • The product manager of Data and Insights, the job posting says, will be “a creative and curious leader who is eager to help the city of San Rafael become a more data-enabled and data-driven city. Quality data, analytics and insights are essential to improving city operations and critical services, and you will take the lead on spreading good practice citywide.” Desirable skills and capabilities for this role include:
  • Experience writing and maintaining ETL/ELT code, especially creating and deploying through a framework
  • Programming proficiency in SQL
  • Experience with or willingness to learn FME (a GUI-based ETL tool)
  • Familiarity with Microsoft’s Azure cloud tools and/or PowerBI
  • Comfortable working with productivity tools like Asana
