State Agencies Seeking CIO, Project Manager, Senior Architect

State agencies are recruiting for a variety of technology leadership and specialty roles, including chief information officer/division chief, project director and technical architect.

The California Department of Human Resources is seeking a chief (Career Executive Assignment) to oversee the IT Division and serve as the department’s chief information officer (CIO). The CIO will be in charge of planning, organizing, and coordinating the work of the IT Division, which supports the department’s and the State Personnel Board’s programs, strategic goals and business objectives. The CIO serves as the principal policymaker for the department’s IT programs and services, serves as a member of the department’s executive management team, and is the chief IT policy adviser to the executive staff on all aspects of IT.

Desirable qualifications for the position, according to the job posting, include:
  • Demonstrated knowledge of state policies, rules and standards relative to the state’s IT and digital services practices.
  • Experience leading, implementing and evaluating IT practices and policies, and establishing strategic goals for an IT program.

The Office of Systems Integration (OSI) is seeking a project director (IT manager II) who will be responsible for delivering the Case Management Information and Payrolling System (CMIPS) and services to support the In-home Supportive Services (IHSS) Program, which provides personal care services that allow aged, blind and disabled citizens to live safely in their homes.

OSI provides project management, oversight, procurement and support services for a multibillion-dollar portfolio of high criticality projects. It’s part of the California Health and Human Services Agency.

Desirable qualifications for this position, according to the job posting, include:
  • Experience providing oversight and management of the entire application development life cycle to ensure software solutions continually meet business needs.
  • Experience providing technical oversight to ensure IT systems meet standards for availability, maintainability, performance and security.
  • Experience with contract procurement and management.
  • Experience developing and maintaining effective working relationships with executives, managers and staff from diverse program areas that include representatives from all levels of government.
  • Knowledge of and successful experience in developing and managing complex agile software development projects.

The Department of Motor Vehicles (DMV) is recruiting for a senior enterprise technical architect (IT specialist III) to, among other duties, assess and monitor vendor and state staff software development products’ compliance with contract terms and technology best practices.

“The incumbent assesses current IT assets and emerging technology trends to forecast and recommend future technology acquisitions,” the job posting says. “The incumbent assesses training needs related to the application of technology, develops vendor performance measurements, and monitors vendor and product performance against service level agreements as well as expected outcomes.

“The incumbent acts as the DMV enterprise technology architect responsible for providing strategic technical leadership, influence and expertise that drives the modernization project’s use of technology. The incumbent advises and makes formal recommendations to DMV management and executive level staff regarding technology, governance and policy.”

Desirable qualifications for the role, according to the job posting and duty statement, include:
  • Solid understanding of as well as demonstrated ability to define the strategic and tactical processes to validate the viability and application of new and emerging technology trends into the Enterprise Architecture Plan.
  • Ability to translate future-state business capabilities and operational objectives into the enterprise architecture road map.
  • Experience in the design and oversight of IT systems to ensure the proper architecture is implemented.
  • Familiarity and expertise with a variety of coding languages, operating systems, infrastructure, platforms and data management tools and techniques.
