State Agencies Seeking IT Chief, Project Director

The California Air Resources Board is seeking a chief information officer for its Office of Information Services, while the California Department of Technology is looking for a project director to oversee high-priority initiatives.

The California Air Resources Board (CARB) is looking for a chief information officer (C.E.A.) to lead its Office of Information Services.

The CIO will provide oversight of the IT Operations and Support Section, Systems Development and Support Branch, Science and Technology and Security Operation Center, and will also be responsible for setting and implementing policies and procedures.

“The incumbent has responsibility for providing a framework for making departmental IT decisions, and ensure IT delivers results that programs, customers and stakeholders value,” the duty statement reads.

Desirable qualifications for this position include a knowledge of state government; the principles, practices and trends of public administration; personnel management; and principles and practices of policy formulation and development; among many others.

The Department of Technology (CDT) has posted an opening for a project director (Information Technology Manager I) to oversee high-priority projects “based on the risk categories of strategic risk, financial risk, project management risk and/or technology risk.”

“Assignments will involve large size to enterprise projects needed for continued operation of state business processes, tight time constraints, several interfaces with existing systems, proficient experience with the technology architecture and/or high visibility,” the posting reads.

The essential functions of this role include large-scale project planning, implementation and closeout, among others. Some of the desirable qualifications include (as written in the posting):
  • Strong working knowledge of project management concepts, principles, practices and processes prescribed by the Project Management Body of Knowledge (PMBOK)
  • Experience with project management charters, WBS, plans, schedules, risks and issue analysis
  • Previous experience managing large-size enterprise projects of high risk and visibility
  • Previous experience managing projects that establish new IT service offerings
  • Knowledge of IT Systems Development Life Cycle work processes
  • Knowledge of IT Infrastructure Library (ITIL) methodologies depending upon area of specialty
  • Experience with Contracts and Procurements
