State Agencies Seeking to Fill 2 Roles in IT Leadership

One department is seeking a chief enterprise architect, and the other is seeking a manager for application and service delivery.

Two state agencies are recruiting for specialized tech talent as they seek to fill key roles — one in application and service delivery, and the other in a system architecture leadership role.

The Office of Systems Integration, part of the California Health and Human Services Agency, is recruiting for an application and service delivery manager (IT manager I) to oversee the Case Management Information and Payrolling System (CMIPS) Office. That office supports the In-Home Supportive Services programs administered by the California Department of Social Services. The manager will provide technical expertise and leadership to maintain and deliver the CMIPS application.

Desirable qualifications for the position, according to the job posting, include:

  • Manage a diverse team of analysts responsible for system requirements management, business analysis, change management, release management and system testing.
  • Coordinate activities of vendors/organizations maintaining CMIPS components and providing supporting services.
  • Foster collaboration and cooperation of vendors/organizations providing CMIPS components and services.
  • Assist in strategic planning for CMIPS system changes to meet needs of the IHSS Program.

  • Implement metrics and establish success criteria related to system development.

In addition, knowledge in the following areas is sought:

  • System Development Lifecycles
  • Agile and Kanban methodologies
  • Project Management Professional (PMP) and Certified Scrum Master (CSM) certifications desirable, but not required
  • Project Management methodologies including the development and maintenance of project management plans
