State, County, City Recruiting for Key IT Roles

Tech Teacher
A large California county, a large city and three state agencies have begun recruitments for key IT roles.

The Technology Services Division of the California State Teachers' Retirement System (CalSTRS) is seeking a Pension Solution Project director (Career Executive Assignment) with a strong background in project management and technology services, and an advanced degree or Project Management Professional Certification is preferred. Desirable skills and competencies, according to the job posting and duty statement, include:
  • Communicates effectively with vendors and coordinates the management of changes, issues and risks
  • Proven experience with successful project completion through measurable goals and objectives
  • Experience tracking and reporting on budget expenditures and project progress
  • Promotes teamwork and cross-functional collaboration and communications in support of CalSTRS strategic plan and business goals
  • Ability to anticipate risks and obstacles that may interfere with project completion
  • Knowledge of data conversion and data loading techniques

The state Employment Development Department is seeking a senior programmer analyst (IT Specialist II) with mainframe and COBOL skills to work in the Mainframe Benefit Services Section of the Application Services Division. According to the job posting, the senior programmer analyst “provides technical leadership to the team that processes unemployment insurance, disability insurance, paid family leave, benefit accounting and employer reporting.” The role requires “effective project leadership, technical knowledge and competence needed to train and mentor the EDD’s staff and customers in a complex technical area or process.”

The California Department of Transportation is seeking a chief (IT Manager I) of its Server Infrastructure and Identity Management Office, who will be responsible for managing Windows, Linux and Solaris servers and the Caltrans Identity Management Vault.

According to the job posting: “The incumbent oversees a highly complex physical and virtual server infrastructure and the department’s identity management system, (and) has full management responsibility for standards, processes, procedures for the analysis, design, implementation, maintenance, operation and procurement of server technology and identity management solution. The incumbent has full management responsibility for organizing, planning, coordinating, directing and controlling all activities associated with the day-to-day operations of the Server Infrastructure and Identity Management Office.”

Minimum requirements include two years’ experience as an IT Supervisor I or one year of experience as an IT Supervisor II, or six years of IT experience “performing a variety of progressively responsible technical, analytical or supervisory tasks in support of computer systems or services in one or more of the major six domains or a closely related or emerging IT field. At least two years of experience shall include performance of highly specialized work in a lead capacity on highly complex or specialized IT systems or services, or in a progressively responsible supervisory capacity over highly complex or specialized information technology systems or services.”

The city of Roseville is recruiting for an IT program manager to “plan, organize, direct and supervise one of the assigned operations which includes Utility Solutions, Business Solutions, Strategic Planning and Digital Communications, Network Infrastructure, Data Intelligence and Information Security within the IT Department. In addition, the manager will be required to perform a variety of technical tasks related to the assigned area of responsibility.

“The ideal candidate will have a high degree of professional independence, excellent judgment and a proven track record of providing exemplary customer service,” the job posting says. “We want our IT program manager to be engaged, innovative, while being flexible, proactive and influential.”

The recruitment announcement adds: “The ideal candidate will have knowledge of principles and practices in computer technology and information systems, with specialized experience in one or more of the following areas: geographic information systems theory, technology, software platform and spatial problem solving; trends in telecommunication operations, data networks, telephone and radio systems; technology infrastructure development and maintenance including systems disaster recovery and data security methods and procedures; analysis and programming; business analysis planning, enterprise analysis, elicitation, requirements analysis, and solution assessment; supervision, training and performance evaluations; and budget monitoring.”

Candidates should have at least three years of increasingly responsible experience in computer applications development and implementation, including one year providing technical and functional supervision over assigned personnel. In addition, they should have a bachelor’s degree from an accredited college or university, with major coursework in computer science, IT, engineering, business management, information systems, accounting, finance or a related field.

The annual salary range is $100,657 to $134,889, and the application deadline is July 7.

Alameda County is recruiting for an information systems analyst to “work independently in designing, developing, testing, implementing and maintaining software systems and programs.”

Duties of the position, according to the job posting, include analyzing department business system needs and producing, maintaining and updating software systems to meet those needs. “Analysts are responsible for gathering requirements, defining problems and recommending solutions, writing program and database design specifications, modifying existing systems and providing production support for users and their systems. Information systems analysts may also prepare instructional material for department staff, act as project manager on projects; and performs related duties as required.”

Additional responsibilities include:
  • Perform business systems analysis appropriate to the department’s specific needs.
  • Consult with department representatives to discuss and define business application programming solutions. Define the scope of system problems and the goals and needs of automated systems; determine methodology to solve application problems.
  • Prepare feasibility studies to improve a department’s functions and/or procedures; identify potential solutions and reports on the advisability of each, including feasibility, equipment requirements, personnel requirements, cost/benefit effectiveness, time requirements, and makes a recommendation on which solution should be used.
  • Design logical structure of application programs and develop program specifications.
  • Develop programs and applications for mini, networked and non-networked personal computer using microcomputer, database or a web Internet language.
  • Analyze and redesign existing systems (including redesigning data flow, file structure, program processes and report layouts) to address changes in systems requirements and equipment configurations.
