State, County Seeking IT Leadership and Tech Expertise

One department is recruiting for a deputy director over IT. Other entities are seeking cloud architects and a senior network systems analyst.

State and county governments in California are recruiting for a variety of positions in IT, including a key leadership role and three specialty positions.

The California Department of Corrections and Rehabilitation (CDCR) is seeking a deputy director (Career Executive Assignment) for Operations and Support, part of the department’s Division of Enterprise Information Services (EIS). The responsibilities of the position include supervision of all IT staff throughout CDCR and “the management, operations, enhancement and continuous system improvements of the statewide technology systems in support of the operations and management of CDCR,” the job posting says.

Key duties of the position, according to the job posting and duty statement, include:
  • Taking responsibility for the formulation, implementation and evaluation of departmental policies and programs, relating to enterprise technology operations. This includes providing statewide IT leadership in collaboration with control agencies and other state chief information officers; collaborating with California Correctional Health Care Services, federal and state agencies, local jurisdictions, private correctional service providers, and representatives of the state Legislature; and leading negotiation of “sensitive and controversial policy issues for CDCR.”
  • Overseeing the operations and production support for the largest, most critical systems and the infrastructure they run on, including some that are linked to other state, county and local systems. The role also includes oversight of application operations, enterprise network, end-user devices, data information collection, integration, analysis and dissemination, and the IT operations processes within CDCR’s adult institutions, Division of Juvenile Justice facilities, and parole.
  • Recommending, reviewing and authorizing plans for the growth and maturation of employees and ensuring that managers, supervisors and staff focus on “the business outcomes affected by technology and not just the technology itself,” including safety, offender rehabilitation, cost containment and business operations improvement.

The position has a monthly salary range of $12,028 to $13,657, and the application deadline is March 10.

The California Department of Social Services (CDSS) is seeking a cloud architect (IT Specialist III) to oversee development and implementation of cloud framework and methodology and to make recommendations on cloud policies, compliance and current and new cloud IT developments. According to the job posting, the architect “serves as the cloud solutions architecture lead at the mastery level in the evaluation and selection of technology standards/governance processes to ensure cloud solutions are aligned with CDSS strategic goals and objectives.”

The architect works with IT staff within other service areas to ensure the development of cost-effective solutions to meet customers’ business needs and align solutions with service offerings. In addition, the architect will participate in the modernization of CDSS technology systems through the development of processes and policies surrounding cloud architecture and will be the key adviser to architecture practices and methodologies.

The California State Teachers' Retirement System (CalSTRS) is recruiting for a cloud solution architect (IT Specialist III) to serve as an industry expert in cloud computing solutions and to provide strategic technical leadership, direction and expertise on the development and formulation of technological strategy and policy supporting CalSTRS’ cloud-related projects and initiatives.

The cloud solution architect “performs a variety of highly complex mission-critical functions requiring unique mastery-level skills to lead and direct cloud architecture and technical teams to effectively develop technology solutions supporting cloud native services and the integration with CalSTRS’ applications ecosystem,” the job posting says. “The cloud solution architect leads by example,” it adds, working hands-on in cloud native services and solutions design, development and integration with CalSTRS’ applications ecosystem. “The incumbent must be capable of promoting and demonstrating the business value of new cloud solutions, developing pilots, and leading teams to scaling up and delivering to production.”

Nevada County, northeast of Sacramento, is recruiting for a senior network systems analyst to serve in a key leadership role, with responsibility for developing, implementing and managing countywide network infrastructure, telephony and cybersecurity systems.

“The selected candidate will provide insight and recommendations to the Information Systems Management team on product road maps, security threats and mitigations, capacity needs, and provide feedback on the current state of the infrastructure,” the job posting says. “Candidates will participate in ad hoc solution development teams as the subject matter expert in providing connectivity and security solutions and respond to day-to-day trouble reports from team members and end users. This position partners with other lead analysts to collaborate and plan for strategic information systems needs.”

Candidates should be good communicators and creative, strategic thinkers with strong analytical capability. Applicants should have experience designing and administering enterprise-class networks and possess knowledge of network operating systems and hardware, preferably:
  • Aruba/HP Enterprise network hardware
  • Palo Alto firewalls
  • Barracuda security equipment
  • Mitel VoIP phones
  • Command Line and Equipment Management tool use
  • Advanced LAN and WAN concepts
  • Understanding of OSI network model
  • POE, VLAN, VoIP
  • Advanced IP routing technologies (RIP, OSPF, BGP)
  • Network technologies such as TCP, Multicast, FTP, NTP, SMTP, DNS
  • Principles of Network Security, including firewalls and ACLs

Ideal candidates will also be familiar with VMware virtualization and Microsoft Office 365, SharePoint, OneDrive, Teams, Microsoft Windows Desktop and Server operating systems, Microsoft Office Suite and Visio diagramming software, and FedRAMP, FIPS 140, NIST, IRS and other state/federal regulations.
