Four departments in state government are recruiting for a variety of positions in technology, including branch chief, manager and engineer roles.

The Department of Child Support Services (DCSS) is seeking an applications development and testing branch chief (IT Manager II) to support the software development process and exercise “full supervisory and oversight responsibility” for the branch. The chief will report to DCSS’ chief information officer, according to the job posting.

The California State Lottery is seeking an infrastructure administration and support manager (IT Manager I) to oversee the direction and operations of the lottery.

“The incumbent will manage and oversee the project management of the most complex infrastructure efforts including planning, scheduling and evaluating,” the job posting says. “The duties for this position span System Engineering, Client Services, Information Security Engineering, Software Engineering and Business Technology Management domains.”

Desirable qualifications for the position include:
  • Proven track record in guiding, developing and managing a diverse team of high-performing infrastructure engineers and professionals responsible for delivering a wide range of infrastructure services.
  • Experience with infrastructure-related budgeting, forecasting, procurements and resource management.
  • Knowledge and understanding of modern infrastructure services. This includes the supporting hardware and software components, integration interfaces, as well as the configuration, deployment and maintenance of these infrastructure technologies.
  • Ability to analyze complex technical issues and ability to clearly communicate technical concepts to both technical and business stakeholders.

The California Health and Human Services Agency’s Office of Technology and Solutions Integration (OTSI) is seeking an agency procurement services manager (IT Manager I).

According to the job posting, the manager will work within the Acquisition and Contracting Services Division, which “strives to provide quality acquisition, contracting and business services that meet or exceed our customers’ business needs and expectations.” The division is involved “during all phases of the acquisition life cycle” and strives “to be the trusted source for procurement and contracting knowledge to all staff while ensuring full compliance with statutory requirements and regulatory policies and procedures.”

Desirable qualifications for the role include:
  • In-depth knowledge of state IT and non-IT laws, regulations, policies and procedures.
  • Extensive knowledge, expertise and experience in leading and/or conducting competitive and leveraged procurements.
  • Extensive knowledge and experience in contract and vendor management.
  • Experience in developing and administering policies, processes and programs.
  • Excellent leadership skills and experience.

The Employment Development Department (EDD) is seeking a business application integration engineer (IT Specialist II) to serve as architect in support of the organization’s enterprise IT operations, including all associated hardware/software components and the confidential and sensitive data used by the department.

“The incumbent will help design a strategic direction, application integration architecture, implementation framework, functional specifications, technical documentation, integration of applications, testing, production migration, upgrades, releases and other life-cycle processes that will seamlessly integrate business applications into the department’s complex distributed platform,” the job posting says.

“The incumbent performs a variety of technical tasks in the engineering and support of the Infrastructure Services Division’s lines of business to ensure the availability of EDD’s mission-critical applications such as Unemployment Insurance Online, State Disability Insurance Online, Paid Family Leave and Payroll Tax programs; and serves as system lead on a rotating basis with other architects,” according to the posting and duty statement. “To stay current with industry standards, the incumbent will support our legacy platforms and perform system upgrades and migrations from legacy technologies to the latest standards.”
