CSAC
Chief Information Officer (Career Executive Assignment)
$11,778 to $14,032 per month

The California Student Aid Commission, whose mission is “promoting educational equity by making postsecondary education affordable for all Californians,” is seeking a CIO to serve as chief of the Information Technology Services Division and be part of the Executive Management Team. The CIO plans, organizes and manages all IT programs and formulates, evaluates and implements all of CSAC’s IT programs, policies and procedures, and provides technical guidance to legislative staff, commission members, Governor’s Office staff, advisory committees, higher education segments and executive staff.

Duties of the position include:
  • Ensure the commission’s technology systems adequately and appropriately support current and future business needs by continually developing and maintaining its IT systems for customers and stakeholders.
  • Direct and manage the managers and staff of approximately six IT teams, including System Requirements and Testing, Application Services, Service Management and Support Services, the Enterprise Services/Configuration Management section, and the Information Security Office. Direct and manage the administrative business needs for the IT Division.
  • Directly manage and be responsible for carrying out all phases of the Grant Delivery System Modernization project.
  • Represent the commission in public hearings and meetings with other state or federal agencies or public groups regarding program policies, programs and activities. Act as key adviser to the executive officer and chief deputy director on policy decisions affecting CSAC’s IT projects and systems.

DHCS Modern Development Branch Chief (IT Manager II)
$11,056 to 13,439 per month

The incumbent ensures that legacy data platforms remain stable and responsive to the evolving needs of the department and its stakeholders, including managing system maintenance, responding to change requests and coordinating enhancements or data fixes.

The branch chief is responsible for overseeing the operations and maintenance of legacy reporting and data systems, including the Medicaid Management Information System/Decision Support System and the Transformed Medicaid Statistical Information System reporting.

The chief works closely with the Factory and Engineering Branch chief, coordinating efforts to guide and support modernization initiatives aimed at evolving the current legacy data warehouse into a more scalable, efficient and modern architecture. “The incumbent will provide strategic input on transition planning, support dual operations during transformation efforts and help ensure service continuity during platform changes,” the job posting says.

Desirable qualifications include:
  • Proficiency in relational database management systems (e.g., Teradata) and with data warehousing and ETL processes.
  • Knowledge of data modeling and architecture and data privacy and protection laws and regulations.
  • Experience in implementing data governance frameworks.
  • Previous experience in a managerial role, preferably in data management or IT.
