State Departments Recruiting for Key Managerial Positions

Positions in recruitment include an innovative design manager, an account director, a product lead and a procurement manager.

Two state government departments – the California Department of Technology (CDT) and the Department of Child Support Services (DCSS) – are recruiting for key managerial positions.

DCSS is seeking an innovative design manager (IT Manager I) who is “a motivated, innovative, customer-focused, detail-oriented, and dedicated team member,” according to the job posting.

Desirable qualifications include:

  • Ability to be creative and innovative to ensure a culture of continuous innovation.
  • Ability to solve problems, create new ideas, apply new ways of thinking and develop new approaches to achieve positive results.
  • Ability to engage, inspire, empower, develop and mentor staff.
  • Excellent interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
  • Excellent written and verbal communication skills with ability to clearly communicate difficult messages and influence opinions of teams, stakeholders, leaders, and executives, adapting style to various audiences.

“The incumbent supervises staff in the Innovative Design Section, Scrum Master and Design Solutions Units,” the duty statement says. The responsibilities of the role include:

  • Lead and supervise staff utilizing the agile mindset to foster and implement the agile culture to the software development life cycle process, tools and working environment to continually improve services to DCSS customers. Perform strategic planning and visioning to modernize and find ways to reduce waste.
  • Perform research related to technology trends and best practices to keep yourself current on DCSS agile processes so you may engage in honest conversations and teach your team members the benefits of being agile and meet customer expectations. Suggest enhancements to the DCSS agile processes and collaborate with the Agile Center of Excellence (COE) to achieve an efficient software development life cycle.
  • Direct and/or manage the development and implementation of IT projects and applications to achieve DCSS goals and business initiatives. Guide the development and elaboration of plans and artifacts to obtain internal and external project approval.
  • Conduct periodic workload reviews in the Agile Central and Service Now tools and collaborate with staff to ensure staff understand and meet workload expectations.

The position has a monthly salary range of $8,381 to $11,231, and the application deadline is Oct. 20.

CDT has two openings in the IT Manager I classification and one in the IT Specialist III classification.

The product lead (IT Specialist III) will manage cross-functional teams of developers, designers, researchers and other digital staff to deliver products “centered on and responding to the online experience of Californians,” the job posting states. “The incumbent will lead product planning and management of OET’s (Office of Enterprise Technology) efforts helping to drive the initiative, coordinate new features and functionalities, optimize product strategy and road maps, coordinate with other partners and utilize agile methodologies to guide technology and design projects.”

According to the duty statement, the functions of the role and the portion of time devoted to each include product vision, research and development (45 percent), leadership (30 percent), stakeholder management (20 percent), and other functions (5 percent).

This role has a monthly salary range of $8,488 to $11,375, and the application deadline is Oct. 16.

CDT is also recruiting for an account director (IT Manager I) to manage CDT’s relationship with one or more Tier I accounts (the largest and/or most complex customer departments), according to the job posting. “In addition to managing the relationship with their suite of accounts, the IT Mgr I (AD) develops strategic partnerships, manages service issues, and develops and manages effective communication plans.”

The incumbent “possesses a mastery level of IT knowledge and marketing skills and works toward ensuring monolithic/silo applications are not perpetuated in future development processes,” the posting states. The account director “manages the customer experience with CDT,” ensuring that customers’ requests for services are defined and met in a timely manner. The director “works directly with their suite of accounts’ CIOs, directorates, high-level IT and business managers, and system/application technologists to advocate technology solutions for current and future IT needs in alignment with the State Strategic Plan.”

The department is also seeking a procurement manager (IT Manager I) who will have “significant responsibilities for formulating the development of innovative procurement approaches and administering policies related to nondelegated IT and telecommunications projects,” according to the job posting.

Requirements of the position include:

  • Thorough understanding of principles, practices and trends related to nondelegated IT and telecom acquisitions.
  • Thorough understanding of and experience with various IT and telecom project procurement methodologies and fundamentals.
  • Thorough knowledge of business/systems analysis and requirements development best practices and methodologies.
  • Thorough knowledge of project, contract and vendor management methodologies and best practices.
  • Extensive experience with state-level policies and procedures relating to the acquisition of statewide IT and telecom goods and services.
  • Extensive experience with the state’s administrative processes, including BCP development, HR functions, legislative bill analysis and program management.
