State Entities Recruiting to Fill Managerial, Engineer Roles

The Office of Technology and Solutions Integration, the California Public Employees’ Retirement System and the Employment Development Department are seeking expertise for key IT positions.

State government departments are recruiting for IT candidates with specialty skills.

The Office of Technology and Solutions Integration (OTSI), part of the California Health and Human Services Agency (CalHHS), is seeking an IT Manager I to oversee the agency’s Portfolio Support Services Unit.

The manager role includes planning, oversight and support for the agency’s portfolio of IT and related efforts. The manager will also manage “a backlog of work” related to CalHHS’ IT Project portfolio, set ongoing priorities in support of the agency’s IT and Data Strategic Plan and related needs, and ensure high-quality and timely services to the agency’s departments, offices and centers.

OTSI, formerly the Office of Systems Integration, “provides project management, oversight, procurement and support services for a multibillion-dollar portfolio of high criticality projects,” the job posting says.

Desirable qualifications for the position include knowledge of:
  • Project and product planning and delivery methodologies, including waterfall, agile and dev/ops.
  • Project and portfolio management for complex IT strategies and tools.
  • Enterprise portfolio and/or program management; project and product cost estimation and budgeting; and project and product development resource planning.
  • IT procurement and government project planning processes.

The Employment Development Department (EDD) is seeking a lead data engineer (IT Specialist II) to work in the Business Intelligence Data Warehousing Group. The engineer will work on the development and maintenance of scalable data pipelines; build out new API integrations; develop data strategies, data analysis and research in the use of data warehousing tools; establish BI standards and practices; and define an appropriate API governance framework.

The incumbent will work on the EDDNext project, representing the interests of EDD’s program customers, department goals, and IT Branch directives in developing new BI capabilities. The goal is cost savings, improved analytical decision-making and faster response times for external and internal information requests.

Desirable qualifications, according to the job posting and duty statement, include:
  • Database design and modeling; NET software life cycle design, development, installation, integration, evaluation, enhancement, maintenance and testing.
  • Building Application Programming Interfaces (API) and/or API gateways and RESTful Web Services.
  • Developing in various cloud environments (public cloud, private cloud, hybrid cloud).
  • Business intelligence solutions development in collaboration with business customers and other technical domain experts using Microsoft or other reporting and analysis software.
  • Microsoft SQL Server database administration.

The position has a monthly salary range of $7,893 to $10,576, and the application deadline is Sept. 28.

The California Public Employees’ Retirement System (CalPERS) is seeking “a highly knowledgeable and experienced investment technology leader (IT Manager I) to lead technical team members and manage/support various investment technology applications.”

CalPERS is the nation’s largest public pension fund. Its Business Application Support Services section is responsible for the business application architecture, design, development, testing, enhancement and maintenance of commercial off-the-shelf (COTS), modified off-the-shelf (MOTS) and custom applications and databases to mission critical systems across CalPERS, according to the job posting and duty statement.

Desirable qualifications include:
  • Knowledge of investment technology
  • Experience leading/managing IT technical projects and managing technical teams and multidisciplinary teams
  • Experience working on multiple projects and assignments of various complexity with the ability to adapt to varying environments, responsibilities and teams.

The position has a monthly salary range of $8,591 to $11,512. The recruitment will continue until the position is filled.
