The California Office of Legislative Counsel — “a nonpartisan public agency supporting the California Legislature and other state offices by providing responsive nonpartisan legal and technology expertise” — is seeking a deputy director for its Infrastructure Services Division. The deputy director (Career Executive Assignment) reports to the chief deputy director of the Legislative Data Center (LDC) and manages a team of more than 10 IT managers and specialists.
“The deputy director plans, organizes, and directs the overall operation of the technology infrastructure in support of systems used by the California Legislature,” the job posting says. Duties include developing, maintaining, supporting and optimizing multiple critical and highly complex IT disciplines including raised-floor computer room operations, server infrastructure, data storage and cloud computing environments.
The LDC provides around-the-clock IT services to the Legislature, the Legislative Counsel Bureau, the Legislative Analyst’s Office and the Little Hoover Commission.
“The deputy director has full management responsibility for the planning, implementation, maintenance and support of large, complex, mission-critical, custom-developed application infrastructure components, off-the-shelf software package products, and data services on centralized and distributed multi-vendor computing environments,” the posting says.

Placer County, in the Sierra foothills, is recruiting for “a highly skilled professional to join the IT management team in the position of IT supervisor for the Placer County network, telephone and media services groups.”
“The successful candidate will lead a team of IT Analysts whom are responsible for daily operation and maintenance of the county network, telephony systems, and audio-visual systems across 40+ locations throughout the county, servicing 2,600+ employees and all county departments,” the job posting says. “The successful candidate will have a strong technical background, proven troubleshooting ability, extensive IT customer service experience, (and) the ability to make complex decisions and recommendations with minimal supervision and using a high degree of initiative and independent judgment.”
The recruitment notice adds: “The most important qualifications for this position are the strong ability to cooperate as the member of a team, to keep a positive attitude of customer service to the county’s constituents and employees in all situations, to understand how to exercise informal authority to influence, persuade, resolve conflicts, be a role model and mentor to staff, and a partner on the IT management team.” In addition, candidates should have experience in:
- Interpreting and applying complex and technical information pertaining to network/telephony systems;
- Assisting in and developing budgets, including expenditure tracking, analyzing variances and initiating corrective actions;
- Network/telephony product and services selection and procurement;
- Contract negotiation and vendor management;
- Principles and practices of effective team building, team leadership and staff development;
- Professional writing and excellent communication skills;
- Identifying and implementing network/telephony improvements by assessing current situations, evaluating trends, and anticipating requirements;
- Telecommunications infrastructure project management; and
- Knowledge and experience in network monitoring, analysis and reporting.
The list of responsibilities includes:
- Supervises a group of technology employees within an assigned technology work unit; selects and directs staff; plans, prioritizes, schedules, assigns and evaluates work; procures and provides resources to staff as needed; monitors and evaluates staff performance and quality of work; initiates informal and formal disciplinary actions as necessary.
- Recommends goals and objectives for assigned information technology operations and directs their implementation; establishes schedules and methods for assigned program area; and develops and implements policies and procedures. Determines staffing needs for assigned work units/operational areas in order to achieve goals and objectives.
- Evaluates operations and activities of assigned unit/operational area and recommends improvements and modifications. Prepares various reports on operations and activities.
- Assumes responsibility for staff development and training; and identifies individual training needs and works to ensure those needs are met.
