State Entity Recruiting in Several IT Roles

The state entity, a familiar one to consumers, is looking to fill six positions, all of which have considerable intersection with information technology and innovation.

The entity charged with overseeing state lottery games is looking to fill several crucial IT roles.

The California State Lottery is recruiting for a chief, engagement and retention marketing, a Career Executive Assignment (CEA) Level A post. Engagement and Retention Marketing is in charge of the Lottery’s digital media platforms, including its public-facing website, “mobile app, email marketing, social media marketing, content marketing, SEO/SEM, player loyalty program and (customer relationship management) CRM activities” according to the job posting. The ideal candidate is a “strategic, creative, results-oriented marketing leader” and someone who, while working under the assistant deputy director, marketing, will lead the team that drives customer engagement. The candidate will be responsible for “thought leadership, strategy, design, operational management, analytics and performance of programs and initiatives aimed at customer engagement, player retention, (customer relationship management) CRM and loyalty management.” The person selected will define and then deliver the “vision, strategy and road map for the Lottery’s owned digital channels to reach and engage with California’s diverse adult population.” The position is now totally remote but that may change and “in-person presence” may be required when a permanent telework program is implemented.

Essential duties include:

  • Provide direction and manage staff and subordinate managers assigned to ERM, around developing, implementing and managing ERM activities (35 percent). Build strategic road maps and measurable goals for each program channel. Be the principal liaison with Lottery’s IT Services Division and third-party vendors.
  • Deliver strategic leadership to Lottery’s loyalty programs; give and evaluate thought leadership to evolve those programs; analyze “results, metrics and learnings and report performance to management and stakeholders,” according to the duty statement, which is accessible via the job listing (15 percent). Drive innovation to grow customer base.
  • Lead vision and drive evolution of CRM efforts to goal of “delivering personalization at scale” (15 percent). Research, evaluate and/or recommend new CRM platforms and technology solutions, as appropriate.
  • Oversee development and implementation of a yearly engagement and retention marketing plan (15 percent); develop “long-term strategies and plans that capitalize on evolving technology and business needs”; develop annual ERM budget with leadership.
Desirable qualifications include:

  • At least 10 years of “relevant digital marketing, content marketing, CRM or customer acquisition/growth marketing experience.”
  • Previous experience as a leader in “CRM, content marketing and personalization, focused on developing and deploying life cycle marketing strategies.”
  • “Superior” people management and leadership skills and demonstrated experience “leading, coaching and motivating multiple direct and indirect reports and cross-functional teams.
  • Enterprise-level project management experience with IT/software engineering teams, working on “platform/functionality development, digital implementations and integrations.”
This position also requires a background investigation prior to hiring. The position has a monthly salary range of $7,781 to $11,183, and the application deadline is Aug. 1.

The Lottery is also seeking to hire five IT Specialist II staffers across three roles.

It is seeking to fill two positions for a business solution architect (IT Specialist II). The architect works under the chief enterprise architect (IT Manager I), and must ensure the Lottery’s “systems and technology portfolios align” with its strategic goals and objectives, according to the job posting. General duties center on the “business architecture domain” and involve “current state analysis and future state determination, business capability analysis, use case analysis and understanding of the information technology (IT) landscape by business area.”

Essential duties include defining the methodologies and approaches to developing and maintaining “enterprise blueprints and transformation plans” that align tactical demands with strategic objectives, according to the duty statement, which as accessible via the job listing (35 percent); developing and maintaining enterprise-level application architectural diagrams, process flow diagrams, interface and network documentation (30 percent); and serving as liaison between technical project and nontechnical staff around Software Development Life Cycle functions (20 percent). Desirable qualifications include experience working with business subject matter experts and developing and maintaining “as-is, to-be business flow diagrams for business applications”; creating user stories to “capture requirements” to track development of apps; and “eliciting requirements” to generate functional and technical requirements. The Lottery is seeking to hire a lead software engineer (IT Specialist II). The successful candidate will work under the application development and support manager and lead “technical strategies and road maps” for the Lottery’s enterprise business applications portfolio. Duties are centered on software engineering according to the job posting. Essential duties include being responsible for “functional design specifications, technical specifications”; development and enhancement around Lottery’s custom enterprise business apps and platforms according to the duty statement, which is accessible via the job listing (25 percent); being senior designer and using “advanced technical understanding and knowledge” of Microsoft technologies to build new and support existing apps (25 percent); and being lead system analyst and taking part in planning and design around ensuring accuracy of system requirements, specs and design (25 percent). Desirable qualifications include strong leadership skills, extensive experience in tech domains including client services, information security engineering and IT project management; and the ability to resolve complicated problems by working with staff, technical and business team members and stakeholders. The Lottery is seeking to fill two positions for a senior network engineer (IT Specialist II). The successful candidate will work under the IT Manager I and be charged with the “implementation, administration and analysis of the most complex network infrastructure and security systems” according to the job posting; and be the Lottery’s “highest-level technical expert for enterprisewide network systems and infrastructure components.” Essential duties include being a “high-level technical specialist” in implementing and administrating “the most complex and technical network infrastructure devices and systems,” according to the duty statement, which is accessible via the job listing (40 percent); providing network security, performance monitoring, analysis and response for network connectivity and security configurations (25 percent); and serving as work group leader on network and network security design and review for new technology (10 percent). Desirable qualifications include experience with network installation and configuration; configuring and implementing network equipment from policy and procedure; and implementing and troubleshooting switches, firewalls, routers and network access control systems. These positions have a monthly salary range of $7,700 to $10,318, and the application deadline is July 20.
