State Lottery Opens Recruitment for Chief Innovation Officer

The incumbent will also serve as assistant deputy director, with responsibilities including vendor management, procurement and enterprise governance.

The California State Lottery is seeking a chief innovation officer who will also serve as assistant deputy director (IT Manager II) to function as a technology generalist and a representative of the Lottery for internal and external contacts in the area of strategic support.

The incumbent will report to the chief information officer and the deputy director of the Information Technology Services Division and will be responsible for managing the Enterprise Transformation, Innovation and Support Branch.

“The chief innovation officer is responsible for implementation and support of the Lottery’s IT Strategic Plan, budget development and management, vendor performance management, IT procurement and contracting, strategic planning, policy development, gaming system management, and IT administrative functions,” according to the job posting and duty statement.

Among the desirable qualifications for this position are:
  • Strong leadership skills and expert knowledge of time management techniques and supervisory and management principles, practices and techniques.
  • Demonstrated experience in IT procurement and acquisitions, IT budget and cost management, and administration operations.
  • Demonstrated experience in project management and portfolio governance including IT intake, IT portfolio management and enterprise governance functions.
  • Expert knowledge and experience in contract and vendor management including the oversight of complex contract and vendor management functions.
  • Demonstrated experience in the principles of enterprise architecture including the development and implementation of strategic plans, innovative solutions and technology road maps.

The position has a monthly salary range of $10,734 to $13,048, and the application deadline is Jan. 27.
