State Social Services Department Seeks Candidates for Four IT Roles

One of the recruitments by the California Department of Social Services is for a manager; the other three are for data engineer, technical lead and developer/administrator.

The California Department of Social Services (CDSS) is recruiting for four technology positions. One is classified as an IT Manager I role, and three are IT Specialist II positions.

The department is seeking a solution architecture and data manager (IT Manager I) to “lead our innovative and dynamic Lead Enterprise Application and Data Specialists (LEADS) team,” according to the job posting. The manager, reporting to the chief technology officer, will collaborate with leaders of the Internal Services Division (ISD) and other IT experts on setting priorities and plans to meet the department’s strategic goals. The incumbent will also work with project managers to plan, deliver and support cloud technologies to support CDSS’ Enterprise Data Pipeline (EDP).

Other duties of the role include:
  • Work with technical leads and architects to establish and support long-term organizational solutions and data-oriented technology policies and procedures. Support the development of appropriate governance strategies for solutions and data management and operations activities. Research and evaluate technologies to support data engineering and operations throughout CDSS.
  • Oversee cost monitoring of the EDP and develop strategies to proactively ensure appropriate funding and usage to avoid service disruption.
  • Develop road maps and metrics to track progress toward project goals and overall solutions and data engineering and operations responsibilities.
  • Coach and develop staff, promote a collaborative environment, and maintain good culture across the LEADS team.

CDSS is seeking a data engineer (IT Specialist II) to oversee architecture design and implementation of the EDP and to participate in enterprise data modernization efforts to meet the department’s technical and business needs. The data engineer also works closely with the enterprise data architect to ensure conformance to architecture, governance and data standards.

Additional responsibilities of the role, according to the job posting, include:
  • Research and meet with vendors to understand architectural best practices and patterns to effectively design and implement data technologies.
  • Ensure proper capacity and elasticity of all layers and solutions. Ensure integration among data layers, solutions and individual components from internal and external endpoints.
  • Work with program and ISD teams to understand short-term and long-term capacity requirements, and design supporting technologies accordingly. Develop and implement strategies for automated capacity and scaling management consistent with cost governance.
  • Coordinate with program units to understand data ingestion and presentation technologies and requirements. Recommend solutions to meet new or enhanced requirements.
  • Design networking requirements to support cloud data pipelines and ensure that cloud network design is responsive to user and solution demands.

Candidates are also sought for the role of technical lead (IT Specialist II), who will oversee complex IT projects and assist the enterprise solutions architect with activities focused on innovation and standardization. This position reports to the chief technology officer.

According to the job posting and duty statement, the responsibilities of the role include:
  • Serve as a technical development subject matter expert. Create, review and approve project architecture, related tools, methods, standards and procedures; and develop processing standards and procedures for the most complex systems and projects.
  • Serve as a lead for system development and architecture. Provide technical expertise and perform the most complex analysis, studies, tests and activities associated with application architecture, database design and application development. Review technical design specifications provided by systems integrators and review work of other ISD consultants or staff as necessary.
  • Serve as a mentor and provide consultation and staff development support on processes and procedures related to IT policies, standards and methodologies. Monitor, prioritize and lead state staff and contractor workload of various applications.
  • Support the enterprise architects in the development of IT standards and best practices. Recommend technology areas requiring standardization and gather information, perform research and lead meetings to support standardization and innovation activities.
  • Serve as technical point of contact for business, functional and technical project requirements and solution analysis and assist the project team to ensure that project goals are achieved.

CDSS is also recruiting for a lead CRM (customer relation management) developer/administrator (IT Specialist II), working in ServiceNow. The incumbent codifies the enterprise vision and leads the solution architecture, technical development, implementation, maintenance and support of CDSS systems. This position is in the Innovative Technology Solutions Branch (ITSB).

The duties of the role, according to the job posting, include developing and maintaining the technical architecture of solutions; and operating and maintaining systems including user research, user-centric design, development and configuration, testing, and iterative implementation of the business application services using CRM tools such as Microsoft Dynamics and Salesforce, .Net framework or other related technologies. Other duties of the position include:
  • Lead the documentation of data and services models and be responsible for leading development of the to-be services and data models, ensuring that services meet user needs and are in full conformity with state and federal guidelines regarding confidential, protected or personally identifiable data and federal tax information.
  • Be responsible for executing gap analysis to clarify service needs and ensure that the functional requirements inventory is maintained in a coherent, organized manner.
  • Work closely with the product and service owners to ensure that business functional or process requirements are completely and coherently translated to corresponding technical services and requirements; and provide oversight and ensure ongoing normal functioning of the existing service solution.
