Statewide IT Project Planning Tool to Begin Rollout, Training

State agencies will soon begin training for use of a new tool, PLAN-IT, to collaborate with CDT and vendors on IT procurement projects. The tool allows for online approval, with the idea being that sharing documents digitally will streamline the process of planning and approving a project.

The California Department of Technology, which oversees high-spend and high-risk IT projects for other departments, has a new planning tool on the horizon.

In the past, planning and approval has been done through tools built into the Project Approval Lifecycle (PAL). Multiple iterations have improved PAL, but now departments will use a tool called PLAN-IT to collaborate with CDT and vendors on IT procurement projects.

The tool allows for online approvals, with the idea being that sharing documents digitally will streamline the process of planning and approving a project. 

Vendors and staff can receive training to use the new tool on an as-needed basis, through June 2019. A CDT PAL manager will be assigned to each project to assist project managers through the process.

The first rollout began in September and included projects from three state departments — Alcoholic Beverage Control; Corrections and Rehabilitation; and Toxic Substances Control. If a project is in Stage 1 or earlier now, it will be expected to begin using the PLAN-IT tool. Stage 2 or later projects may be allowed to continue using a hybrid of the previous Microsoft Word system. 
 
"This final release before launch includes the Project Delegation Request, updates to the IT Determination, as well as improved onscreen instructions and tool tips," the PLAN-IT press release reads.
 
It also outlines the rollout process:
  • Wave 1 "blasts off" Nov. 26 with training for departments currently in Stages 1 and Stages 2.
  • Wave 2 launches in January with training for all other organizations that are interested in the Project Approval Lifecycle.
