Capulong has been with the department for nearly nine years, beginning as a project director in 2017 before being tapped to lead its IT operations in 2019.
“It has been a privilege to work alongside such dedicated and talented professionals,” the outgoing CIO said in a post on LinkedIn. “Serving as chief information officer over the past seven years has been especially rewarding, from advancing technology strategy to strengthening cybersecurity and supporting key modernization efforts.”
Before joining CDTFA, Capulong served in leadership roles with the California State Board of Equalization, first as the chief of application development between 2012 and 2016, then as its acting CIO between 2016 and June 2017. Capulong notes that his broader career with the state began in 1995.
“I’m truly grateful to my colleagues, mentors and fellow team members who made this journey meaningful. The relationships and shared accomplishments are what I value most,” he added in the post.
In the time since Capulong was named to the role, CDTFA has been one of the state departments leading the way with generative AI. In April 2025, the governor’s office shared its work with SymSoft Solutions to use the technology to streamline access to the more than 16,000 pages of reference material employees use to answer customer questions.
