Tax Office Recruiting for CIO; Finance Department Seeks Specialists

The chief information officer must have working knowledge of the following IT domains: business technology management, client services, information security, IT project management, software engineering, and systems/network engineering.

The state Office of Tax Appeals (OTA) is recruiting for a chief information officer, and the Department of Finance is seeking three IT specialists.

OTA’s recruitment seeks a CIO (IT Manager I) to direct “the planning, organization and implementation of enterprise IT services and systems in support of OTA’s business operations to improve cost effectiveness, service quality and business development,” the job posting says. “The incumbent is responsible for supervising all levels of IT staff in a combination of domains.”

OTA hears appeals from California taxpayers regarding various taxes and fees administered by the California Department of Tax and Fee Administration and the Franchise Tax Board. The office is independent of the state’s tax agencies.

Desirable qualifications for the CIO role include:
  • Knowledge of personnel management, supervision and training.
  • Working knowledge of the following IT domains: business technology management (i.e., policy and program development, IT procurement, etc.), client services, information security, IT project management, software engineering, and systems/network engineering.
  • Demonstrated experience supervising a team of IT professionals.

Applicants must also submit a statement of qualifications addressing two points:
  • Provide an overview of your recent experience managing/leading technical staff and your approach to collaborating with program staff on new technology solutions.
  • Describe the technical domains you have managed and/or have experience in and explain your experience managing IT projects and compliance reporting.

The Department of Finance is recruiting for three IT Specialist II roles. The monthly salary range for each is $8,371 to $11,221. They are:
  • Technical/project lead for the Client Services End User Support team, leading all efforts for IT Help Desk support and resolution, hardware and software resolution, mobile device management, telecommunications systems, asset management, IT procurement, contract management, Microsoft Entra ID and Universal Print administration. According to the job posting, “the incumbent must possess strong organizational, analytical, and verbal/written communication skills; work independently and in a team environment; exercise a high degree of initiative; and participate in meetings, provide status reports, and complete work assignments effectively, accurately and timely.” More details about this role can be found in the duty statement.   • Technical/project lead for the Client Services Modern Device Management team, leading all efforts in the department’s modern device management, Microsoft Windows operating system standards and security development, laptop/desktop/mobile device security, Microsoft Intune administration, Microsoft Entra administration, Microsoft 365 computing administration, and Client Services enterprise applications management (e.g., TeamViewer, WASP, Manage Engine).   • Project manager/business analyst, responsible for overseeing multiple IT projects from start to finish. According to the job posting and duty statement, the incumbent plans, organizes and manages all aspects of projects (including people, resources and schedules) independently, following the California Project Management Framework to deliver IT solutions. “The incumbent is required to have a very broad knowledge of information technology project governance principles and guidelines to support decision making; knowledge of complex business processes and systems; exercise a high degree of initiative; independence of action and originality; demonstrate tact and good independent judgment; communicate effectively; develop and maintain effective and cooperative working relationships; easily adapt to changing priorities; work as part of a team; able to work under pressure to meet stringent deadlines; and maintain regular, consistent, and predictable attendance,” the job posting says.
