Technology Department Recruiting for Section Chief Position

The section chief will oversee two key teams in addition to managing the budget, monitoring staff work and ensuring adherence to the strategic goals of the California Department of Technology.

The California Department of Technology (CDT) is recruiting for a section chief (IT Manager I) to lead the Account Manager and Customer Service teams, interact with data center staff and customers, and manage administrative processes, including budget planning and tracking.

The job posting and duty statement outline the responsibilities of the role, which include:
  • Meeting with the Account Manager Team to discuss customer accounts/strategic direction, status of service requests and service agent role.
  • Assisting with planning, development, design and implementation of technical solutions and ensuring that “monolithic/silo applications are no longer perpetuated in future system development.”
  • Providing CDT and statewide IT policy guidance, clarification and technical assistance in the planning, transitioning and implementation of solutions.
  • Developing and maintaining account profiles including detailed information on customer applications and criticality, services used and future projects and processes.
  • Establishing and modeling standard practices and tools including devices (e.g., laptops), media (e.g., instant messaging, SharePoint), and applications (e.g., the Service Catalog, Remedy and CRM).
  • Participating in management meetings, holding team meetings with reporting staff and occasionally representing the office at CDT meetings.
  • Evaluating supervisors on completion of their supervisory responsibilities, developing and updating duty statements as needed, establishing performance expectations, and completing individual development plans annually.
  • Facilitating collaboration among the account team’s suite of customers to identify common needs and develop shared, cost-effective solutions that align with the state strategic plan.
  • Leading staff in developing plans and goals to ensure that the office’s and CDT’s strategic goals are met, monitoring progress toward goals, and reporting to upper management regularly.

Desirable qualifications for the role include:
  • Technical expertise on a wide range of IT subjects and a thorough understanding of industry trends and CDT services.
  • Expertise in the state’s budget process, legislative and administrative procedures, procurement documents and procedures, licensing issues, and the roles and responsibilities of oversight and regulatory agencies.
  • Ability to develop positive working relationships with, and provide leadership to, all levels of state staff and external stakeholders.
  • Expertise in requirements analysis principles, cost-benefit principles and methods, and risk management techniques.

The position has a monthly salary range of $8,381 to $11,231, and the application deadline is Dec. 20.
