Technology Veteran Cleland Opens Innovia Consulting

Scott Cleland, a longtime executive specializing in technology consulting, has launched Innovia Consulting, based in the Sacramento area.

Cleland and Jeannie Benoist are managing directors of the firm, which opened in March. Serving as director is SalliAnne Maliguine.

Cleland most recently was managing director for OnCore Consulting, a role he held for more than seven years. Before that, he had been a senior executive with Accenture for 19 years.

“As a founder of Innovia Consulting LLC, I am excited to pursue projects directly with the state as well as team with larger consulting firms as a trusted small-business partner,” Cleland told Industry Insider — California. “We are actively working on several proposals and are looking forward to growing our current client base,” which includes the California Franchise Tax Board, the California Department of Public Health and the California Department of Developmental Services.

Cleland has previously worked in various leadership roles involving Covered California, the California Public Employees’ Retirement System, the California State Teachers Retirement System and the California Statewide Automated Welfare System.

Cleland’s bio on the Innovia website says: “Since 1995, Scott has worked on large system integration projects for high-tech clients in the San Francisco Bay Area as well as state governments in California, Texas, Tennessee and Georgia.” His LinkedIn profile says: “For the past 20 years, Scott has lived in Sacramento pursuing and delivering projects with statewide impact and budgets greater than $200 million. Scott is currently proud to serve as the project director for the Franchise Tax Board Enterprise Data to Revenue Project Part 2 (EDR2).”

Cleland earned his bachelor’s degree in chemistry from the University of Redlands and also studied organic chemistry at the University of California, Davis, where he was president of the Chemistry Graduate Student Association.
