The State’s 10 Largest Tech Expenses in FY 2023-24

Five of the 10 largest expenditures were made by two entities: the Office of Systems Integration, part of the California Health and Human Services Agency; and the California Governor’s Office of Emergency Services.

Seven departments in state government were among the 10 biggest spenders on technology in FY 2023-24, and those expenditures were spread among 10 vendors.

In a search of “technology” on the California Department of General Services’ (DGS) UNSPSC Dashboard, the departments’ spend was primarily for IT and management consulting services. Five of the 10 largest expenditures were made by two entities: the Office of Systems Integration (OSI, which has been renamed the Office of Technology and Solutions Integration), part of the California Health and Human Services Agency; and the California Governor’s Office of Emergency Services (Cal OES), according to the dashboard.

Following are the 10 largest expenditures, the department, and the vendor for each, according to the UNSPSC Dashboard.

  1. OSI: $153,738,398.29, with Deloitte Consulting LLP, for business corporate management consulting services and IT consulting services
  2. Cal OES: $53,515,288, with Atos Public Safety LLC, for IT service delivery and telecommunication services
  3. Department of Cannabis Control: $28,885,722, with Metrc LLC, for business administration services, business facilities oversight and IT management services
  4. Cal OES: $24,268,350, with NGA 911 LLC, for IT service delivery and telecommunication services
  5. OSI: $23,976,392 with IBM Corp., for management, business professional and administrative consulting, corporate consulting and IT consulting
  6. Department of Health Care Services: $23,574,720, with OnCore Consulting LLC, for IT service delivery, access management services and software application administration services
  7. California Public Utilities Commission: $17,899,386, with Maximus Human Services Inc., for business professional and administrative services, corporate consulting and IT consulting services
  8. Employment Development Department: $15,606,267, with Guidehouse Inc., for business professional and administrative services, corporate management consulting services and IT consulting services
