Tracking the Spend: $4.6M for CHP’s 5 Largest Buys of IT Goods in Q3

The California Highway Patrol spent $4,629,621 on equipment and functions related to records management, background investigations, data management and inspection of commercial vehicles. That was significantly less than it spent on corresponding buys in Q2.

The California Highway Patrol spent $1.3 million on its five largest buys of IT goods in the third quarter of 2024, considerably less than CHP spent on corresponding purchases in the previous quarter.

According to the State Contract and Procurement Registration System, CHP spent $4,629,621 on equipment and functions related to records management, background investigations, data management and inspection of commercial vehicles. The five largest buys between July 1 and Sept. 30 included:
  • $3,421,102 for Mark43 RMS, a cloud-based records management system (RMS) purchased for a term running from Dec. 1, 2024, through Nov. 30, 2025, from Visionary Integration Professionals
  • $505,637 for eSOPH (Electronic Statement of Personal History), a software platform used in background investigations, in a July 15 contract with Miller Mendel Inc.
  • $400,120 for 13 months of maintenance and support for MAGUS, a system that switches data among various points, in a Sept. 16 contract with Solutions Simplified
  • $199,500 for Iteris CVIEWplus (Commercial Vehicle Information Exchange Window) and inspection, hosting and maintenance for one year in a Sept. 18 contract with Iteris Inc.
  • $103,262 for a Cisco Secure Network Analytics Flow Rate License, in a Sept. 20 contract with Presidio Networked Solutions Group
The contract with Solutions Simplified was issued under the Software Licensing Program; the other four were all non-competitively awarded as they are proprietary products.

By way of comparison, CHP spent $8.8 million on its five largest buys of IT goods in the second quarter of 2024. Those purchases included switches and other network gear, radio equipment and notebook computers.
