Tracking the Spend: $40M for Caltrans’ 10 Largest Buys of IT Services in FY 2023-24

The total was significantly less than the $68.9 million that the California Department of Transportation spent on its 10 largest buys in Fiscal Year 2022-23.

The California Department of Transportation (Caltrans) spent just more than $40 million on its 10 largest purchases of IT services during Fiscal Year 2023-24, which ended June 30.

Those purchases, totaling $40,171,283 (with rounding), included services related to software, consulting, change management, business intelligence and data warehousing. Most of the contracts were awarded under the state’s IT Master Service Agreement (IT MSA). The 10 purchases, according to the State Contracting and Procurement Registration System, were:
  • $11,999,700 for data services: “Contractor will install software and provide consulting services to develop a Transportation Asset Management System 2 (TAMS2).” This contract with Transcend Spatial Solutions LLC was awarded July 17, 2023, on a competitive bid and runs through Aug. 4, 2025.
  • $4,989,550 for geospatial information system (GIS) infrastructure support system consulting by SymSoft Solutions LLC, in a three-year IT MSA contract running from June 30, 2024, through June 29, 2027.
  • $4,859,700 for the FY 2023-24 portion of IT service for business intelligence and data warehousing in a three-year, informally bid contract with Delegata Corp. that runs from June 30, 2024, through June 29, 2027.
  • $4,815,000 “to expand and enhance critical enterprise infrastructure, [and] expand the adoption and maximization of investments in core enterprise operational technology,” in a three-year IT MSA contract with Acuity Technical Solutions LLC that ends June 29, 2027.
  • $4,721,362 for technology, digital and data consulting (TDDC) in an IT MSA contract with Visionary Integration Professionals LLC that started June 1 and runs through April 30, 2026.
  • $3,600,000 for maintenance and support in a three-year, non-competitively bid contract with CGI Technologies and Solutions Inc. that began Jan. 1 and runs through Dec. 31, 2026.
  • $1,499,999 for data engineering and support in a two-year IT MSA contract that runs through May 7, 2026, with Ministry of Velocity LLC.
  • $1,432,352 for consulting services to move from the Advantage platform to the state FI$Cal platform, in a three-year IT MSA contract with Infinite Solutions Inc. that runs through May 31, 2027.
  • $1,299,200 for “grant mod Phase II” in a two-year IT MSA contract with Slalom Inc. that runs through June 30, 2026.
  • $954,420 for IT consulting services related to a digital construction management system in an IT MSA contract with Timmons Group that runs for three years, concluding April 30, 2027.
During Fiscal Year 2022-23, Caltrans spent $68,963,404 on its 10 largest buys of IT services.
