Tracking the Spend: $8.6M for DMV’s 5 Largest IT Buys in Q4

Four of the quarter’s biggest purchases for the Department of Motor Vehicles were software and support, and one was for notebook computers. For all of 2024, the department’s five largest buys totaled $24.7 million.

The California Department of Motor Vehicles (DMV) spent just less than $8.7 million on its five largest purchases of IT goods in the last quarter of 2024. Four of those buys were for software purchased through the software licensing program and one was for notebook computers purchased under a statewide contract.

From Oct. 1 through Dec. 31, the DMV spent $8.7 million on the five top buys of items classified as IT goods in the State Contract and Procurement Registration System. The five largest buys were:
  • $2.8 million for ServiceNow software and support for a one-year term running through Dec. 19, 2025. The vendor was IntegRhythm Inc.
  • $2.8 million for MuleSoft API Experience Hub for a one-year term ending Dec. 15, 2025. The seller was Taborda Solutions Inc.
  • $1.5 million for a one-year subscription to ABBYY Software (AI document processing, optical character recognition and process mining) that runs through Oct. 3, 2025. The vendor was Naviant Inc.
  • $849,447 for Salesforce and Own Co. software in a term running from Dec. 17, 2024, through Nov. 1, 2025, purchased through Taborda Solutions Inc.
  • $670,380 for HP EliteBook notebook computers in a one-year contract with NWN Solutions Corp. that runs through Nov. 19, 2025.
By way of comparison, DMV spent $8.2 million on its five largest buys of IT goods in the fourth quarter of 2023.

For all of 2024, DMV’s five largest purchases of IT goods totaled $24.7 million, and they were awarded under the state Software Licensing Program (SLP).

The year’s single largest contract for IT goods was for $13.9 million for Salesforce Public Sector Foundation Unlimited Edition, a one-year contract with Outreach Solutions that began Sept. 28. The next four largest were:
  • $3.1 million with QualApps for Salesforce M&O for a one-year term ending Jan. 8, 2025, with two one-year options to renew.
  • $2.8 million for ServiceNow software and support (see Q4 breakdown above).
  • $2.8 million for MuleSoft API from Taborda Solutions Inc. (see Q4 breakdown above).
  • $2 million for Salesforce Expert implementation in a one-year contract with QualApps Inc.
