Tracking the Spend: Social Services’ Top Buys of IT Services in Q3

Contracts included leadership training, research and software maintenance and support. The five largest buys of IT services from July 1 through Sept. 30 totaled $3,650,548.

The California Department of Social Services (DSS) spent just over $3.6 million on its five largest purchases of IT services during the third quarter of 2023.

The mission of the department, which has 4,200 employees in 51 offices statewide, is “to serve, aid and protect needy and vulnerable children and adults in ways that strengthen and preserve families, encourage personal responsibility and foster independence.”

According to the State Contracting and Procurement Registration System, between July 1 and Sept. 30, DSS spent $3,650,548, with rounding, on these five contract awards:
  • $2,250,000 for targeted digital recruitment, in a non-competitive contract with Daley Solutions Inc. that runs from July 1 through June 30, 2026.
  • $590,373 for legal and legislative research in a master agreement contract with RELX Inc. that runs from July 1 through June 30, 2026.
  • $375,389 for Executive Programs Leadership Team Plus access, in a California Multiple Award Schedules (CMAS) contract with Gartner Inc. that runs from Sept. 1 through June 30, 2024.
  • $364,786 for Esri software, maintenance and support services in a competitively bid contract with Optm that runs from Aug. 25 through Aug. 24, 2026.
  • $70,000 for what’s listed as “overflow amount,” in a CMAS contract with New Horizons Learning Group that runs from Aug. 14 through Aug. 13, 2024.
