Bid: CalSTRS Portfolio and Fund Risk Management Systems

The California State Teachers' Retirement System is planning two new systems with IT components: the Global Equity Portfolio Management System and the Total Fund Risk Management System.

The California State Teachers' Retirement System is planning two new systems with IT components: the Global Equity Portfolio Management System and the Total Fund Risk Management System.

CalSTRS publicly released a bid document on April 1 for the systems. Bidders may propose solutions for each system separately or as part of a joint system. Bidders are asked to describe the system's IT requirements — hardware, software and network requirements data communication protocols and security controls.

"Historically, CalSTRS employed multiple platforms for portfolio management, risk management and middle office operations, with different systems for different asset classes," the bid says. "The multiple systems provided the necessary infrastructure for internal portfolio management, external portfolio management and total fund risk management. In November 2014, CalSTRS began evaluation of a single system to provide these functions."

CalSTRS is inviting proposers to participate in an optional teleconference on April 18 at 9 a.m. Final bids are due June 1. Dates are subject to change.
