As first reported by Techwire, two weeks ago the state announced The Child Welfare System — New System (CWS-NS), one of California’s largest IT modernization efforts, will be divided into multiple bid opportunities with the intent of making the project less risky and more agile.
The first RFP will be released in December 2015, and the Department of Social Services and Office of Systems Integration expect the project’s first deliverable will be completed during the 2016-17 fiscal year. Code for America says it helped California develop the new bid approach for CWS-NS.
Officials said replacing the large, monolithic procurement with a modular approach should reduce risk and help create more competition and participation among bidders. The project is currently budgeted at $449 million, although the state says that number is likely to change.
