Department of State Hospitals CIO Heading to Private Sector

DSH was created by Gov. Jerry Brown’s 2012-13 budget, which eliminated the Department of Mental Health by transferring its various functions to other departments. DSH manages the California state hospital system, which provides mental health services to patients admitted into DSH facilities.

Department of State Hospitals (DSH) deputy director and CIO Jamie Mangrum has accepted a job with SAS Institute. He starts his new role on Nov. 16.

Mangrum said he began working for the state of California in 1996, at the Department of General Services. He previously was CIO of DGS, agency information officer (AIO) for the Department of Corrections and Rehabilitation, and CIO of the Prison Health Care Receiver. Mangrum also is credited with building what’s now considered one of the largest project management offices in state government.

Mangrum has been chief information officer and deputy director for the California Department of State Hospitals since 2011.

“It has been a long and amazing ride. I am very proud of my civil service accomplishments and the people that have worked for me,” Mangrum wrote on social media.

DSH oversees five state hospitals (Atascadero, Coalinga, Metropolitan, Napa and Patton) and three psychiatric programs located in state prisons.

Mangrum has said that the DSH Personal Duress Alarm System, a real-time emergency notification system for hospital staff, was the most rewarding IT project he’s worked on during his career. DSH also has several more projects in flight, including the Medical Grade Network upgrade.

Mangrum has a bachelor’s degree in business management from Western Governors University.
