IFB: Air Resources Board Modernizing Document Management System

The California Air Resources Board is rebuilding its Web-based system that accepts emissions certification documents submitted by automobile manufacturers.

"ARB receives over 3,600 applications each year for the certification of new vehicles engines, and equipment," the Air Board explains in public records.

The current system, based on Pitney Bowes’ OpenEDMS solution, is past its end of life, and the Air Resources Board is replacing it with the M-Files Document Management platform, according to procurement documents.

In an invitation for bid released on June 17, the Air Resources Board is seeking a contractor with expertise to help adapt the M-Files application to meet ARB requirements; convert legacy data and document files in the OpenEDMS database to the M-Files database; train internal users on the new EDMS; and assist ARB staff during transition to the new, M-Files-based EDMS.

Bids are due June 30. The project is capped at $450,000.
