Orange County Gives Update on $30 Million IT Project Portfolio

1. SAIC and CGI are replacing a controller/auditor system with two new IBM AIX P8 systems as part of a $2 million project. The system is called CAPS+.

2. Orange County is bidding out “an integrated talent management system to better develop, promote and retain talent to meet current and future business needs. The system will allow for the automation, tracking and efficient management of fundamental human resource activities such as recruitment, performance management, succession management, workforce analytics and learning management.”

3. The county is working on the second and third phases of an enterprise SharePoint system called intraOC. The project has reached out to dozens of county agencies and departments.

4. As part of enhancements to identity access management, the county is deploying the cloud-based Enterprise Mobility Suite for remote access for county users.

5. In a $13 million project, the Orange County is implementing a new countywide converged voice and data network. The county is working with Atos and more than two dozen departments have been moved to the new network so far.

6. The county’s “e-agenda” system has released end of life and a new system is being procured through a bid opportunity.

7. The county’s Health Care Agency is working on electronic health records functionality with Cerner, such as “voice recognition-based dictation for select staff, tools for better management of summaries of care, development tool kit for Web-enabled presentation of data via dashboards, a medication clinical decision support system, interfaces with other systems.”

8. The county’s public defender also is working on a contract with a provider that will work on a new case management system.

9. Orange County also said there are five future projects planned: a CAPS+ upgrade project at the auditor/controller, a “Computerized Maintenance Management System (CMMS) to replace existing legacy systems in both the Orange County Sheriff’s Department and Orange County Public Works Agency that are used to manage the physical plant maintenance needs of the County,” a new real estate portfolio tool, a Public Guardian/Public Administrator Conservatorship replacement system and a new automated jail management system.
