More details have emerged about the status and issues surrounding the California Medicaid Management Information System (CA-MMIS):
- As of the end of September, there were 9 deliverables yet to be delivered out of 30 scheduled for Release 1 of CA-MMIS; the initial rollout of Release 1 occurred in December 2014. In Release 2, 35 of 66 deliverables had not been submitted to the Department of Health Care Services. None of the 45 deliverables for Release 2.3 had been achieved.
- The project had five “critical” risk issues and four “high” risk issues. Seven of those nine are the responsibility of the project vendor Xerox, according to the department.
- Among those identified risks: putting inexperienced “scrum masters” on the project, the lack of a coding development lead assigned by Xerox to the project, and no Enterprise Architecture team with expertise in EA.
- The state has requested that Xerox “provide recompense” to DHCS for state costs and damages incurred by the delays.
- The vendor has not provided revised schedules for Release 3: Pharmacy Claims and Drug Rebate, Release 4: Medical Authorization and Claims and Release 5: Claims and Supporting Processes.
As
Techwire reported last month, Xerox stated publicly last month it’s unlikely to finish CA-MMIS platform and is in discussions with the state about how to move forward. CA-MMIS currently is budgeted at $458.6 million. On Sept. 22 the state notified Xerox that it's out of compliance with the CA-MMIS contract after missing a second deadline for the go-live of Release 2.
