RFI: California Driver's License and ID Card Production

With its current card production contract slated to conclude in 2019, the Department of Motor Vehicles has issued an RFI to begin exploring possible solutions.

DMV summarized its current hardware, software and processes that enable production of driver's license, identification and salesperson (DL/ID/SP) cards:

-- Process approximately 55,000 image retrieval requests from headquarters and field offices.
-- Create approximately 50,000 cards daily in various Driver License, Identification, or Salesperson combinations.
-- Equip and accommodate approximately 191 field offices, commercial licensing facilities and headquarters throughout California.
-- Provide a solution for a disaster recovery facility.
-- Adhere to numerous regulations and standards set forth by the state of California and the federal government.
-- Offer data, image capture and retrieval tools.
-- Be able to integrate with current DMV systems and applications at field offices, commercial licensing facilities and headquarters.
-- If necessary, have the capability to partner with other DMV vendors.
-- Provide DMV with the tools (hardware and software) to mail DL/ID/SP cards at DMV facilities.
-- Provide solutions (hardware and software) with the flexibility to incorporate future changes or growth.
-- Ability to provide DMV with an image capture software and database or integrate with current image capture and database systems/programs.
