RFO: Contractor to Manage Grant System Modernization Planning

The California Student Aid Commission (CSAC) is inviting bids from contractors to provide project management and planning services for the modernization of its core IT system, the Grant Delivery System.

The chosen consultants will document and complete activities under Stage 2, Alternatives Analysis, and Stage 3, Solution Development, within the Department of Technology's project approval process. Deliverables will include market research, a staffing plan, recommending a solution, migration planning and more.

Responses to an RFO for this 15-month contract are due Sept. 8. Work will be done at CSAC's office in Ranch Cordova.

The Grant Delivery System administers and processes the state’s student financial aid programs. But the legacy system is built on business rules developed in the 1980s, making it more than 30 years old.

The system disburses more than $2 billion in financial aid to students each year. The system receives nearly 3 million Free Applications for Federal Student Aid (FAFSA) annually; processes more than 38,000 Dream Act Applications; and determines awards for Cal Grants, Chafee Grants, Middle Class Scholarships and National Guard Education Assistance Awards.
