Contractors qualified under the Department of General Services' Master Services Agreement (IT MSA) for consulting services are invited to submit proposals by the Nov. 18, 2016, due date.
The Department of Health Care Services describes the project's scope of work in a communication released on Oct. 31.
"DHCS Office of HIPAA (Health Insurance Portability and Accountability Act) Compliance (OHC) seeks to implement a modular interface to electronically transfer payment data between CAPMAN, a business system, to DHCS Accounting. The system will also provide Electronic Funds Transfer (EFT) input records of the payment data to the California State Controller’s Office (SCO) to enable electronic payments. The system will increase efficiency, accuracy, and data integrity by reducing transfer time of payment data between business associates, eliminating keying of payment data, and creating the ability to track/identify the payment lifecycle between business associates. The interface is required to be modular in design, using Service Oriented Architecture (SOA), to ensure reusability by other business associates. However, the initial integration of the interface will be between CAPMAN and DHCS Accounting CMS-64 system. The DHCS Accounting CMS-64 system is for inputting payment data to distribute for payment processing and reporting."
