On behalf of the California Office of Statewide Health, Planning and Development (OSHPD), the Department of General Services is procuring a Commercial Off-the-Shelf (COTS) Web-based application system.
An RFQ provides more details about the project:
"The California Office of Statewide Health, Planning and Development (OSHPD) is pursuing the acquisition of a Commercial Off-the-Shelf (COTS) Web-Based Application System (WBAS) for the California Health and Human Services (CHHS) Agency’s Committee for the Protection of Human Subjects (CPHS), which is the Institutional Review Board (IRB) for CHHS and the state of California. The primary goal of this acquisition is to provide OSHPD and the CPHS the system and services necessary for the effective and efficient management and administration of all aspects of the IRB protocol submission, review and approval process from protocol creation through the approval determination.
"The IRB WBAS will meet industry performance standards, offer the necessary redundancy and contingency features to meet OSHPD’s needs, and meet or exceed all California state security and privacy requirements. The solution will provide state-of-the-art technology enhancements to improve user experience and minimize service disruption. The SOW describes the goals OSHPD expects a bidder to achieve with regard to integration and implementation of the IRB WBAS, and the migration of existing IRB data and contents from the current IRB WBAS to the new solution to meet CPHS’ business needs. Any output report of data from the system must be compatible with Microsoft and SQL."
Responses to the RFQ are Due Dec. 30. Questions must be submitted by Dec. 22.
